United Kingdom-Chicksands: Construction work
The Council is seeking to establish a multi-supplier framework of suitably qualified and experienced organisations to provide the following works and/or services:
Summary:
The promotion and/or development of strategic property assets that are either owned directly by the Council or in partnership with others through a process involving planning and viability culminating with open market disposals in phases.
It is anticipated that the framework will start in September 2014 and will have 4-year duration. The framework will be split into two categories of activity (Lots) as follows:
Lot 1: Promoter Services
Promoter: an agreement with a party the promoter that focuses on the upfront sponsorship of a site to the point of securing a planning approval using the skills and resources of the promoter. Thereafter the promoter will often in conjunction with the landowner market the site.
Lot 2: Developer (works and services)
Developer (via an option agreement): an agreement with a party the developer where the landowner is typically paid an upfront fee and thereafter the developer is responsible for promoting the land through the planning system for development and then once secured has the ability to call on the land at a price to be agreed, where sometimes a guaranteed minimum value price is agreed at the outset.
The expressions of interest may be for one or both lots.
The framework will be open for use by neighbouring authorities and other public sector bodies will be able to access the framework.
The framework of promoters, infrastructure developers and other organisations able to support the Council in its principle aims, namely:
To extract and maximise value from its assets and to promote regeneration where other drivers such as job creation are important
Additional Information:
The Council owns a number of large land holdings as well as strategic town centre assets which have been or are likely to be allocated for development subject to planning permission. The sites are mainly allocated for residential development with ancillary uses but a number would be promoted for employment, mixed use or town centre development.
It is recognised that each activity required whether promoter, developer or other will require and specific set of skills and resources that must provided. There are nevertheless certain generic requirements which organisations interested in providing these services, whether individually or as a package, must be able to demonstrate such as knowledge of the local property market, relevant experience and financial strength (see the tender pack for details).
A specific project where the Council anticipates appointing a Promoter is located at Arlesey lying south and west of the A 507 some 3 miles to the West of the A1 (M) J10 and served by a station on the East Coast Main Line providing frequent services to London Kings Cross. Designated Arlesey Cross and allocated under policy MA8 of the Site Allocations DPD in 2011 the site comprises some 77.26ha and anticipates in excess of 1 000 homes together with land allocated for employment use, a local centre, new Lower School and other ancillary uses. A Master plan was approved by the Council in March 2014.
The allocated land lies East and West of Arlesey High Street. The East side is entirely owned freehold by CBC and comprises about 51 ha. The West side is in multi-ownership split between some 14 parties including CBC and totals some 26 ha. It is recognised that development will be phased and as a new relief road from the A507 to High Street through the East side is critical phasing commencing on that side is logical.
The expectation is that the Council will use this exercise to immediately select a Promoter who would be appointed to provide the services outlined above for the east side to facilitate the earliest possible commencement of development in phases. It is anticipated that the East side will comprise:
— In excess of 700 homes including affordable units,
— A local centre to include a small convenience store,
— A care home,
— New Lower School,
— Other infrastructure costs.

It is expected that the Arlesey project will be used in the tender stage as part of the process to select supplies onto the framework for lot 1. In addition it is expected that a specific award for the promotion of the Arlesey project itself will be made at the same time
Whilst the Council will use the framework agreement to appoint an organisation to promote the Arlesey Cross development and intends using the same agreement to appoint organisations to promote/develop other large land holdings in the future, it reserves the right to use other procurement routes should it be more economic and effective to do so.
