Description

1. The subject matter of the contract is the supply of electricity and the provision of energy distribution services for the purposes of the Provincial Specialist Hospital No 2 in Jastrzęb-Zdrój within the meaning of Article 3 paragraph. 30 of the Energy Law Act (consolidated text: Journal of Laws 2006, No 89, item 625 as amended).
2. Energy supply and distribution services will take place under the conditions laid down in the Energy Law Act of 10 April 1997 (consolidated text: Journal of Laws 2006, No 89, item 625 as amended) and implementing provisions.
3. The procurer will purchase electricity for its own use as final customer.
4. Detailed description of the subject-matter of the contract for the supply of electricity and provision of energy distribution services for the buildings of the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdroju at Al. Jana Pawła II 7.
4.1. Forecast electricity demand for 24 months for the buildings of the Provincial Specialist Hospital No 2 Al. Jana Pawła II 7 is 3 982 MWh.
4.2. Buildings at Al. Jana Pawła II 7 has:
1 – 550 kW connection power with a declared voltage of 21 kV section 1
2) 550 kW connection power with declared voltage 21 kV section 2
3) Contractual power of 280 kW. Section 1
4) Acceptance of 240 kW. Section 2
5) Connection Group III
(6) a power factor of tg Ø not greater than tg Ø = 0,40).
7)Tariff Group – OSD:B23
4.3. The measuring and accounting system shall consist of the following measuring instruments: A 3-tariff active energy meter indicating power, reactive energy, reactive capacitive energy (ownership of Vattenfall – Upper Silesia Zakłady Energetyczne), 20/5 current transmissions installed in the switchboard.
4.4. Power supply from the Regional Specialist Hospital Station No 2 Al. Jana Pawła II 7 W 482 Jastrzębie – Zdrój – Section I with a declared voltage of 21 kV,
4.5. Power supply from the Regional Specialist Hospital Station No 2 Al. Jana Pawła II 7 W 482 Jastrzębie – Zdrój – Section II with a declared voltage of 21 kV,
4.6. 20 kV rails between the supplier of Górnośląskie Zakład Energetyczne and part of the customer at the station of the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdroju Al are the border for the supply and receipt of electricity. Jana Pawła II 7.
4.7. The contracting authority shall require the Contractor to be able to modify the contractual validity once every 4 months.
5. Detailed description of the subject matter of the contract concerning the supply of electricity and the provision of energy distribution services for the buildings of the Provincial Specialist Hospital No 2 in Jastrzębiu-Zdroju at ul. Krasicki 21.
5.1. Forecast electricity demand for 24 months for the buildings of the Provincial Specialist Hospital No 2 Krasicki 21 is 408 MWh.
5.2. Buildings at ul. Krasicki 21 has:
Connection power of 110 kW.
2) Contractual power of 52 kW.
3) Connection Group IV (rated protection current of the fuse insert on the side nn, set at 400 A and power factor tg Ø < 0,4).
4) Tariff group – C 11.
5) Place of supply and receipt of electricity:
(a) primary power supply – terminals on 21/0.4 kV transformer insulators from the nN side to the consumer,
(b) backup supply – current terminals at the outlet of the switchboard nN to the customer’s installation.
5.3. The procurer requires that primary and backup power supply is provided by two independent sources.
5.4. Energy consumption takes place on the 0.4 kV direct measuring system with one measurement system (ownership of Vattenfall – Górnośląskie Zakłady Energetyczne).
5.5. The measuring and settlement system needs to be upgraded (technical design carried out by Górnośląskie Zakłady Energetyczne for inspection at the premises of the Contracting Authority).
(1) The Contractor must under the contract modernise the measurement and settlement system. Project for consultation at the Contracting Authority’s premises.
5.6. Power supply from W 698 Jastrzębie-Zdrój – Provincial Specialist Hospital No 2 Krasicki 21 – Primary with a rated voltage of 230/400 V,
5.7. Power supply from W 698 Jastrzębie-Zdrój – Provincial Specialist Hospital No 2Krasicki 21 – reserve voltage 230/400 V.
6. The energy quantity specified above for the Provincial Specialist Hospital No 2 at Al. Jana Pawła II 7 and ul. Krasicki 21 may change during the performance of the contract depending on current consumption and needs. The projected energy consumption is merely indicative and does not constitute an obligation on the part of the Contracting Authority to purchase energy in the quantity indicated.
7. The electricity supplied should comply with technical parameters in accordance with the provisions of the Energy Law Act and its implementing regulations.
8. Prices shall remain unchanged for the duration of the contract, with the exception of:
(a) changes in the VAT rate;
(b) price changes due to the use of price discounts granted by the Contractor during the term of the contract.
9. The contracting authority shall not allow the submission of partial tenders
10. The contracting authority does not envisage the award of complementary contracts.
11. The contracting authority does not intend to select the most advantageous tender through an electronic auction.
12. The contracting authority does not envisage the conclusion of a framework agreement.
13. The contracting authority shall not allow variants to be submitted.
14. The contracting authority does not intend to establish a dynamic purchasing system.
