Description

Helsinki Transport Authority HSL is looking for consultants for support tasks in tendering projects for train, metro and light rail services and investigations in preparation for these tenders. The aim of this invitation for market dialogue is to survey the interest, available services and capabilities of consulting companies before publishing a call for tenders for a framework agreement. Due to the urgency of the preparation for some of the tenders, minor investigations may be procured from consultants answering this market dialogue, before the call for tenders for the framework agreement is published. Background Helsinki Region Transport Authority HSL is the competent authority for PSO passenger transport services in the Helsinki capital region. We organize public transport by commuter trains, metro, light rail, tram, bus and ferry. Commuter train services in the Helsinki region are currently operated under a competitively tendered PSO contract. The end date of the current contract is in June 2031. There are options to continue the contract for three more years. Tram, light rail and metro are operated by Metropolitan Area Transport Ltd (Pääkaupunkiseudun Kaupunkiliikenne Oy), a company owned by municipalities in Helsinki area. These direct award contracts are valid at least until 2028 for light rail, 2032 for metro and 2035 for tram. We are currently preparing the strategy and scheduling for procurement of the operation and maintenance of passenger trains, metro and light rail services. We will tender a framework agreement for consultation services to support us in the preparation and execution of the above-mentioned rail transport service procurements. We are looking for experts in for example - Passenger railway markets: regional and local services, urban rail. We are especially interested in German and Nordic markets, which we consider most comparable to the Finnish market. - Evaluation of operation and/or maintenance business cases - Different contract and tender models - Public transport operation contracts and tender processes, especially performance evaluation and incentive regimes Due to their urgency, we may procure small investigations (valued according to legislation and HSL's procurement instructions) from consultants answering this market dialogue, before the call for tenders of the framework agreement is published.
