Description

For the site ‘Road III-1102 “Archar – Izvor – Dimovo – Ostrokaptsi – Kladorub – Salash” from km 45+000 to km 50+075,52’, a technical project was prepared by Patproekt – 2000 OOD in 2008 and updated in 2014, on the basis of the Technical Terms of Reference of the Vidin Regional Road Administration. By Decision No 271 under Protocol No 24 of 2 September 2009 of the Municipal Council of the Municipality of Belogradchik, a DDP of the site was approved. The plot plan was approved on 10 July 2014 on the basis of the ‘Assessment of the compliance of investment projects with the essential requirements for construction works’, pursuant to Article 142(6)(2) of the Spatial Development Act. By letter ref. 1093 of 21 April. 2009 The Montana RIOSV gives a positive opinion on the reconstruction and rehabilitation of the road. The Danube River Basin Directorate in Pleven issued Permit No 12170427/21.10.2013 for the use of a surface water body, authorising the use of the Salashka Bara and gullies water body for the construction of new systems and facilities – reconstruction of bridges, construction of retaining walls and culverts along the route from km 46+684 to km 50+075.5. The technical project for road III-1102 ‘Archar-Izvor-Dimovo-Ostrokaptsi-Kladorub-Salash’ from km 45+000 to km 50+075,52’ was approved and the site was granted building permit No 8 of 10 July 2014 by the chief architect of the municipality of Belogradchik, certified by the Regional Directorate for National Construction Control in Vidin, which entered into force on 30 July 2014 and was reconfirmed on 9 May 2024 by the chief architect of the municipality of Belogradchik. The construction of the site started on 04.08.2014, according to a protocol drawn up in 2a for the opening of a construction site and for the determination of a construction line and level, but the implementation of the construction contract No RD-33-8 of 4 July 2014 was suspended from 17 July 2015 by an act establishing the condition of the construction when the construction was stopped (Act – Template 10) due to a lack of funding for the site. Contracts for construction and construction supervision were terminated with additional agreements with the public procurement contractors. Due to the significant period of time that has passed and the changes in the regulations concerning the design of roads and the organization of traffic on them, it is necessary to update the technical design of 2014. The updated technical design must be prepared on the basis of the solutions adopted in the technical design, in compliance with the current norms and regulations in the field of road design and construction and supplemented with new design solutions when establishing networks and facilities for which no projects have been developed. The design solutions for the individual parts must correspond to the scope and the forecasts of the current DSP-PP for the site. On the basis of the updated technical design, a road safety audit will be commissioned in accordance with the Roads Act. The updated technical design is subject to approval and is the basis for the execution of the construction. The construction of the site will be resumed after drawing up and signing Act vr.11 for establishing the condition of the construction and the construction and installation works in case of continuation of the construction, in accordance with Ordinance No 3 of 31 July 2003.
