Предметът на поръчката е свързан с дейности по водоснабдяване и канализация, предвидени в Закона за регулиране на водоснабдителните и канализационните услуги и Закон за водите, а изпълнението им е вменено на ВиК оператори, притежаващи изключителни права върху обособени територии на действие, определени с Решение № РД-02-14-2234/22.12.2009 г. на министъра на РРБ. ВиК оператор с изключителни права за територията на София-град е "Софийска вода" АД. Обектът на поръчката е сградата на ТП на НОИ - София област с административен адрес: град София, бул. "Ал. Стамболийски" № 48.​​​​​​​
