Description

The subject of this procurement procedure is the conclusion of several service concession contracts within the meaning of Section 105 of the GWB above the current EU threshold pursuant to Section 106(2)(4) of the GWB with suitable concessionaires for the planning, construction and operation of public charging facilities for e-cars. Consequently, the operating risk lies exclusively with the concessionaire and the district of Harburg does not guarantee either a minimum purchase quantity or a refinancing of the concessionaire’s investments. In order to optimally prepare this tender, the district of Harburg conducted an EU-wide market survey at the beginning of this year, the documents of which can be accessed on the procurement platform. All charging points to be erected and operated by the concessionaire shall be located in different member, unit or collective communities of the district of Harburg. The future concessionaire will have to plan, build and operate both AC and DC charging stations. In addition to public locations, the charging infrastructure must also be built in a lot in what is known as semi-public space. In this case, the number of users at some locations will also be lower than at the public locations. The construction of the recharging infrastructure is to be carried out gradually by the end of 2030 by the future concessionaires with a planned duration of the concession of ten years plus an extension option of a further ten years. The concession must be taken over on its own responsibility. The necessary special use permits for the areas concerned will be granted to future concessionaires in the event of an award by means of the conclusion of public-law contracts with the competent municipalities. The granting of the use of the sites includes the special use permit for the public road or path areas that are the subject of the contract in accordance with § 2 NStrG. The special use permit includes the right to use the path surface above ground and underground for the construction, maintenance and operation of a publicly accessible LIS. The special use permit is limited in time to the duration of the actual use of the land and ends at the latest at the end of the contract.
