Description

The South Savo Welfare Area Eloisa will make a customer-specific direct procurement of a child welfare facility service for child welfare outpatient care for the contract period 7.8.-5.9.2026 + option for the period 6.9.-5.10.2026. The service to be procured is a basic institutional care service. The offer has been requested by e-mail and the offer has been negotiated with Satulintu Oy. The estimated total value of the acquisition is EUR 20,400.00 (VAT 0%). The procurement takes into account the child protection service package, the value of which exceeds the national threshold of EUR 400 000.00. The estimated total value has been calculated for the contract period 7.8.-5.10.2026, including a possible option. The contracting entity shall have the right to award direct contracts to customers on the following grounds: Act on Public Procurement and Concessions (1397/2016), Section 100 Direct award in special situations; A contracting entity may make direct procurement in individual cases in social and health service procurements in accordance with Chapter 12 of the Procurement Act if organising a tendering procedure or changing the service provider would be manifestly unreasonable or particularly inappropriate for securing a care or customer relationship that is significant for the customer. The contracting entity may choose customer-specific direct procurement on the basis of the above-selected criteria, because the service to be procured corresponds to the customer's individual needs.
