Technical equipment of the user TBZ
The Free State of Bavaria is legally obliged to supervise the monitoring of tunnels from a length of 400m in a permanently occupied position. Currently, this service is provided by Autobahn GmbH of the Federal Government for the Free State of Bavaria in accordance with RE ING Part 3, for the tunnels on federal and state roads as well as other telematic systems until its own operational capability has been established. Against this background, a new tunnel operations centre (TBZ) in Bavaria is to take over these tasks in the future. The scope of services to be provided here extends in the first phase to the basic determination and preliminary planning of the technical equipment of the user, which is necessary for the monitoring of the tunnels. Depending on the construction progress, the further service phases, from the design planning to the subsequent construction supervision according to §53 et seq. HOAI, are commissioned in stages. Throughout the project, close coordination with the Bavarian State Building Construction, which simultaneously carries out the planning and construction of the building and plant groups 1 to 4 in accordance with §53 HOAI, is required. Costs and scheduling must always be coordinated. First, a comprehensive inventory of the plants to be migrated to the TBZ must be carried out. Together with the user's demand planning and the requirements for an availability class 3 in accordance with DIN EN 50600, these foundations form the basis for the services to be provided. Equipped with six workstations and two multifunctional walls, the operator room forms the core of the building and thus the tunnel monitoring. With the AG, the tunnel monitoring concept must be refined, including determining and dimensioning the control centres technology to be used. For tunnel monitoring, a higher-level control technology (SCADA) for controlling the tunnels and video systems, based on an existing reference project, must be developed. For the emergency handling of events in the tunnel and for the handling of the troubleshooting with the responsible specialist staff both in the tunnel headquarters and in the tunnel facilities themselves, an operation control system and a ticket system must be provided. Furthermore, the hardware and software components required for the operation of the TBZ must be determined, among other things, for the administrator's workstations, the offices and the technical workshops. The communication infrastructure is to be planned in LAN and WAN concepts for the connection of the tunnels and for the operation of the TBZ. Two variants must be developed for this purpose. On the basis of these conditions, the media connections such as electricity, signalling technology, cooling and ventilation for the technical equipment must be dimensioned and handed over to the State Building Construction for the planning of their plant groups.
