Description

The purpose of this public procurement is to find full-service media agencies (i.e. agencies which themselves provide, without subcontracting, at least the following media agency services: project management, development of media strategies, development of media plans, purchase and brokering of media space/time, consumer and market analysis) for the execution of the following works and related activities that are the subject of public procurement on all of the contracting authority’s target markets, including but not limited to (i.e. the list is not exhaustive): Estonia, Latvia, Lithuania, Finland, Russia, Sweden, Germany, Norway, Great Britain: (hereinafter referred to as “work”):
1. Media consultation of the contracting authority;
2. Developing the media strategies of the contracting authority;
3. Development of the contracting authority’s media plans;
The negotiation of media outlets and the conclusion of media contracts to meet the contracting authority’s advertising needs;
5. purchase and brokering of media space/time for the Contracting Authority;
6. The delivery of the contracting authority’s promotional material to the media;
7. Control of the contracting authority’s media activities;
8. Services arising from the procuring entity’s advertising needs, other than those specified in this procurement, which are necessary to achieve the purpose of the procurement;
9. A consumer and market analysis and an in-depth analysis of the success of campaigns (including at least the choice of campaign channels, target audience occupancy rates, design and slogan workability among the target group, where possible important characteristics of the target group, justification of differences in viewability during the campaign period, recommendations for subsequent similar campaigns);
Collection (advertising, opinion articles) of campaign 10 (including photographs of outdoor media) and archiving.
According to the scheme, this is an international public contract resulting in a framework agreement with up to 3 successful tenderers.
