The ‘Lreadstart – Three Milestones for Reading’ programme, funded by the Federal Ministry of Education and Research and implemented by the Lesen Foundation, has two main objectives: (1) It wants to encourage parents to promote their children’s language and reading skills, in particular those who are less educated. (2) The aim is to familiarise children with books and stories as early as possible, thus strengthening their language skills as a basis for later reading. Other objectives are to better connect the multipliers of reading support and to raise awareness among policy makers and the general public about early reading support.
The first two phases of the programme consisted of providing children aged one and three years of age with a reading start set containing an age-appropriate book and information for parents to read and educate them. The cooperation partners were paediatricians and libraries. The target group is children who have little read in the family and reach over 50 % of the corresponding cohorts in three cohorts.
The third phase of the programme is planned to start in mid-2015 and end on 31 March 2019. At the moment of entering school, children and their parents should receive a reading start set with an age-appropriate book and information on reading (‘read start 3’). This phase is also intended to reach three cohorts, but it is planned to supply the entire year of ABC protection. In addition to raising awareness among families and the general public of the importance of promoting reading, the involvement of primary schools as actors in the promotion of reading is also sought.
The purpose of scientific monitoring is to verify the extent to which the above objectives of the programme are being achieved; in addition, the scientific support expertise will be used to design and optimise the materials for the reading start sets, in cooperation with the Reading Foundation. An on-going survey of project development and regular reporting is foreseen; this should also take into account the results of the first two stages of reading start and continue the already ongoing scientific monitoring surveys (continuation of intervention and control samples, which will be surveyed lengthwise).
Scientific monitoring is scheduled to start on 1 June 2015 and end on 31 December 2019. Further information can be found in the tender specifications.
