Description

Gegenstand war der Abschluss einer Rahmenvereinbarung für einen Beratungsumfang, der die Prüfung und Begutachtung von Tarifvor- und Tarifnachkalkulationen für die Abfallwirtschaft und die Straßenreinigung umfasst. Darüber hinaus sind Fragestellungen zur strategischen Tarifentwicklung sowie zum Regelbetrieb inklusive Projekte zu prüfen und juristisch und/oder betriebswirtschaftlich zu begutachten.
Ziel der Prüfung und Begutachtung ist, die Rechtssicherheit der Tarifkalkulation sowohl für die Abfallwirtschaft als auch für die Straßenreinigung zu gewährleisten. Daneben sollen den BSR mögliche Handlungsoptionen hinsichtlich der auftretenden Fragestellungen aufgezeigt werden.
Die Prüfung der Tarifkalkulation in SAP-CO erfolgt durch den Bieter eigenständig. Gutachten, Berichte und Dokumentationen, die sowohl vor der Preisprüfungsbehörde als auch vor Gericht die Rechtssicherheit der BSR-Tarifkalkulation belegen, sollen den Anforderungen des Informationsfreiheitsgesetzes gerecht werden.
