PL-Gorlice: Refuse collection services
1.1. The subject-matter of the contract is a service consisting of the collection of municipal waste collected separately from owners of properties resident and not inhabited in the municipality of Gorlice and its management by handing over to an authorised undertaking engaged in the activity of recovering that waste.
1.2. The subject-matter of the contract covers the collection of separately collected municipal waste of the following types:
(a) paper and paperboard (codes 20 01 01, 15 01 01),
(b) glass (code 20 01 02, 15 01 07),
(C) plastics (codes 20 01 39, 15 01 02), multi-material packaging (code 15 01 05) and metal (code 15 01 04, 20 01 40) collected together (in plastic collection containers and bags),
collected in labelled containers, intended for the separation of waste distributed within the municipality and collected by property owners on land with single-family buildings (bags), as well as collected in workplaces, shops and service points, schools, institutions and other entities. In the context of waste management, the waste collector is obliged to forward it to the recovery facility. The scope of the contract also covers the cleaning of the site of the waste collection site in the event of pollution.
1.3. The collection of waste will be based on the following lists, timetables and reports:
(a) list of locations of the containers handled which are owned by the Contracting Authority – PLN 1 to the ToR;
(b) the timetable for the receipt of waste collected by property owners on land with single-family housing – the timetable is presented by five districts (each area consists of a certain number of localities covered by the contract) and sets out the time limits for the performance of the service – Annex 2 to the ToR
(C) list of waste collection points from workplaces, commercial outlets, service points, schools, institutions and other entities – Annex 3 to the ToR;
(D) waste transfer sheets drawn up in accordance with the applicable provisions of the Regulation of the Minister for the Environment of 8 December 2010 on model documents to be used for waste records (Journal Of Laws 2010, No 249, item 1673),
(e) daily report – Annex 4 to the ToR;
(F) weight report – Annex 5 to the ToR,
(g) billing – Annex 6 to the ToR,
(H) Printing – acknowledgement of receipt of waste – Annex 7 to the ToR,
(I) list of roads on which waste will be collected + graphical annex – Annex. No 8 to the ToR.
1.4. The scope of the contract covers the collection of waste collected selectively in containers intended for this purpose and in bags, from the entire municipality (residential and non-resident properties) and from all municipal waste producers.
1.5. The estimated amount of tonnes of waste collected in a selective manner during the period of performance of the contract in the municipality will be approximately. 1 300 Mg. In the municipality of Gorlice, approximately 4500 properties with single-family buildings are located.
1.6. In order to perform the subject of the contract, the contractor must have the following equipment at its disposal
and facilities:
(a) minimum 2 cars – refuse collection trucks designed for emptying containers (bogies) with a capacity of 1.1 m³,
(b) 1 gate car,
(C) a minimum of 2 box vehicles up to 3.5 tonnes, including at least 1 4 wheel drive,
(b) a storage and transport facility located in Gorlic, or not more than 60 km from the border of the municipality of Gorlice, equipped with a legal vehicle weight allowing the waste collected to be weighed, and a place to distribute the waste collected jointly into the different types of waste
