Description

The construction of 22 two-storey housing units at Bruachlan, Westbury, Co. Clare (Nos. 25-30 and Nos. 90-105). The development consists of 6 two-bedroom semi-detached houses, 12 three-bedroom semi-detached houses, and 4 two-bedroom terraced houses. This planning application also included permission for the associated infrastructural works, such as drainage, roads, landscaping, and other necessary ancillary works, covering a total site area of 0.629 hectares. (Project Type 3)

Description: The tenderer achieving the highest marks after combining the Price and Quality/ Technical Merit marks will be deemed to be the MEAT. Scoring / Marks: The Tenderer providing the lowest "Comparative Cost of Tender" will be awarded the maximum marks available for "Price" (i.e. 500 Marks). All other compliant tenders are subsequently scored by applying the following formula: Price marks for Tenderer = (A x C) / B Where: A = Total marks available for price (500) B = Tender price of Tenderer C = Lowest eligible Tender The highest Price mark that can be obtained is the stated maximum Price mark (500 Marks or 50%), and the lowest Price mark which can be obtained is zero. Fractions of points shall be rounded to the nearest whole mark. Quality/ Technical Merit Criterion Tenders will be assessed against the criteria set out in the Particulars to this ITT. Marks will be awarded as per the Qualitative Marking Scheme and based on the information provided, using objective assessment and the professional judgment of the members of the evaluation panel as appropriate, on a comparative basis against the requirements of the criteria set out in the Tender Brief to these Instructions and relative to the other Tenders. The highest Technical Merit mark is 500 Marks or 50% and will be assessed as summarised below: 1. Detailed methodology schedule and accompanying narrative demonstrating understanding of process to deliver the Contract (100 Marks Overall) 2. Previous experience of value to this project, management Structure (Design and Construction) and key personnel to deliver contract (180 Marks Overall) 3. Design and Construction Quality (220 Marks Overall) NOTES: 1. Any Tender achieving less than 50% of the Maximum marks on an ‘individual quality’ criterion (1, 2 or 3) may be excluded from further consideration. Their Tender will be deemed non-compliant and they may be excluded from further consideration. The highest Technical Merit mark is 500 Marks or 50% and will be assessed as summarised below: Quality Criterion Formula Each tenderer's quality marks for each criterion shall be totalled at the end of the assessment process. The highest scoring tenderer eligible for appointment will then be awarded 100% of the available marks for quality and all others will be awarded a proportion of the total available marks equal to the proportion that their quality score represents of the highest scoring tenderer by applying the following formula: Quality marks for Tenderer = A x (C/B) Where: A = Total marks available for quality B = Total marks awarded to highest scoring Tenderer for all quality criteria based on the Qualitative Marking Scheme C = Total marks awarded to Tenderer for all quality criteria based on the Qualitative Marking Scheme MOST ECONOMICALLY ADVANTAGEOUS TENDER (MEAT) The tenderer achieving the highest marks after combining the Price and Quality/ Technical Merit marks resulting from the beforementioned formula will be deemed to be the MEAT.
