The purpose of this procedure is to conclude a framework agreement between the municipality of Hisarya and potential contractors, which does not set out all the conditions for the award of individual contracts. The contracting authority decides to conduct an open procedure for the conclusion of a framework agreement which does not set out all the conditions. The maximum number of potential contractors with which the Contracting Authority will conclude a Framework Agreement is up to 3 (three) or fewer if there is not a sufficient number of participants who meet the selection criteria or the pre-announced conditions of the Contracting Authority. The scope and volume of individual contracts awarded on the basis of the framework agreement will depend on the specific need as well as the requirements of the legal framework during the duration of the framework agreement. The award of specific contracts will be carried out through internal competitive selection in accordance with Article 82(3) to (6) of the Public Procurement Act, with an award criterion - the lowest price (the lowest total value of a price proposal for the implementation of a site/s), by sending a written invitation to the parties to the framework agreement specifying the activities, the site and the scope of implementation. When conducting an internal competitive choice, participants may not offer less favourable price conditions than those stated in their initial offer. In the event that a framework agreement is concluded with one tenderer on the basis of Article 82(2) of the Public Procurement Act, the contracting authority shall require the tenderer to complete its tender before awarding specific contracts. The contracting authority will specify the volume, the specific scope and the period for performance when awarding each individual contract within the framework of the agreement by sending a written invitation to the persons under the framework agreement to conduct an internal competitive selection for the designation of a contractor. In the event of the opening of a subsequent competitive procedure (internal competitive choice) on the basis of the framework agreement concluded, potential contractors may not offer higher prices than those requested in the initial price offer. This contract is divided into two lots as follows: Lot № 1 ‘Construction and/or reconstruction and/or overhaul of municipal buildings and their adjoining infrastructure on the territory of the municipality of Hisarya’; Lot № 2 – ‘Current renovation of municipal buildings and their adjoining infrastructure on the territory of the municipality of Hisarya’.
