Description

The Land of North Rhine-Westphalia, represented by the Ministry of the Interior and Local Government of North Rhine-Westphalia (MIK NRW), represented by the Aachen Police Headquarters, intends to rent a new main building for the Police Headquarters in Aachen. The new police headquarters must be designed for approximately 1200 staff, of which approximately 800 staff can be present at the same time.
The new property must meet the space and space requirements as well as the functional, qualitative and economic requirements of the contracting entity. The project may be implemented either by reconstructing, renovating or modernising an existing property, by adapting a property already under construction, or by planning and rebuilding a property specially adapted to the needs of the client.
The subject-matter of the contract is the conclusion of a lease contract for a police headquarters in Aachen to be constructed or arranged in accordance with the contracting authority’s requirements.
The lease would have a duration of 20 years, with the option for the contracting authority to extend the contract once for five years. The new police headquarters, with a gross floor area of approximately 30 000 m², will be housed in the urban area of Aachen. In addition, the necessary car parking spaces, visitors’ parking spaces, garages and carports, as well as outdoor areas for garbage collection/container placement, dog forcers, a workshop area and bicycle parking spaces are to be provided.
Given that the new location is of particular importance for the contracting authority and the indication of the plot of land is an essential condition for submitting an initial tender in the negotiated procedure, it will invite only candidates who already prove with their request to participate that they have a suitable plot of land on which the police headquarters can be adequately accommodated in the future. Applicants are free to identify several suitable plots of land in their request to participate. If more than one plot of land proves to be suitable, the candidate must, after being invited to submit a tender, decide which of his suitable plots of land he intends to submit an offer. The contractor must also be the owner of the land on which the Aachen Police Headquarters is built, at the latest at the time of the transfer of the leased property.
