Belgium-Brussels: Research and development services and related consultancy services
This call concerns an international comparison of the organisation of penitentiary healthcare in a sample of 4-5 countries. The aim of the research is to identify organisational models that could inspire the reform of the Belgian prison health system.
Research methods include an analysis of scientific literature and grey literature (policy recommendations, programme evaluation) on the organisation of health care in prison and the adequacy of care provision with prisoners’ health needs. The challenges encountered in transferring prison health care to the Ministry of Health to these countries, as well as the solutions found, will also be duly documented.
If necessary, face-to-face interviews or teleconferences will be organised with senior officials from the Ministries of Justice and Health of the selected countries in order to refine the results of the literature review.
Proven expertise in research on health services is needed: organisation and management of health services and legal aspects. Knowledge and/or research experience in prison healthcare is an asset. Knowledge of French and Dutch as well as the ability to draft scientific texts in English are required.
The selected contractor will start the research in early November 2015.
