Reick electrode boiler - Lot 4.2. Extended shell construction and civil engineering services
DREWAG Stadtwerke Dresden GmbH (hereinafter DREWAG), a subsidiary of Sachsen Energie AG, operates the central district heating network (ZFHN) of the city of Dresden. As part of the targeted decarbonisation, the share of regenerative heat generation is to be significantly increased. Power-tot-heat systems (P2H systems) that use regeneratively generated electricity for heat generation form an important building block. Electrode boilers enable the production of hot water for district heating supply. Against this background, DREWAG plans to build an electrode boiler system (EHK plant) for heat generation for the ZFHN at the Dresden-Reick cogeneration plant (HKW Re). The site offers particularly favourable conditions for the construction and integration of the plant: • existing electrical power supply at medium-voltage level • existing connection to the district heating network • use of existing heat storage tanks as a hydraulic intermediate buffer • available buildable areas and basically given approval capability • synergies in operation and maintenance due to spatial proximity to existing plants and existing operating personnel The project includes the construction of a CHP plant with 2 × 40 MW of electrical power and its integration into the ZFHN. Coupling takes place indirectly via heat exchangers. The existing heat storage system at the site takes over the function of a hydraulic switch between the electrode boilers and the district heating network, whereby generation and demand are decoupled in time. Two modes of operation are currently foreseen: • Planned heat generator as part of the regular district heating supply • Participation in the balancing energy market (provision of ancillary services), in particular provision of primary and secondary balancing power (PRL and SRL) The overall project will be awarded and handled in several lots. The lots include mechanical and process engineering services, technical building equipment (TGA), electrical and control systems as well as construction engineering services. The assembly of the EHK is scheduled for the first quarter of 2028. The subsequent commissioning (IBS) is planned for the third quarter of 2028. The competition and the award will be based on criteria set out in the tender documents. The complete tender documents (detailed planning) will only be made available to the qualified tenderers after the end of the competition.
