France-Rouen: Economic impact assessment

The procurement procedure for this procurement project is the adapted procedure. The contracting authority shall use negotiation and lay down the rules for such negotiation. Under this procedure, the contracting authority plans to negotiate with the three best candidates. This procedure will be broken down into 5 phases:
1st stage: Selection of applications selected on the basis of the selection criteria for candidates;
Stage 2: examination and ranking of candidates’ tenders in accordance with the criteria for selecting tenders set out in these rules of consultation;
Stage 3: negotiation with the three best candidates; negotiations may cover all technical, financial or administrative clauses. The negotiations will take place as follows:
— exchanges may be made by telephone, by courier;
— at least one factual meeting will be organised by the administration between the two parties; candidates will submit their tender, which is the subject of the negotiation;
— the administration will inform the candidates a few days before the meeting of any questions which merit preparation.
Stage 4: final submission of tenders from candidates on the basis of an ACTP, possibly adjusted following the negotiation;
Stage 5: final selection of the successful tender.
Meetings with the consultancy firms will take place between the deadline for submission of tenders (Dlro) + 3 weeks and Dlro + 5 weeks. The use of this adapted procedure with negotiation will make it possible to best adjust the needs of the public with regard to the know-how of the candidates.
