Description

1. The subject of the contract is the delivery and implementation of hardware and software as part of the Cyber Secure Local Government project, including: 1) delivery and implementation of a new backup server with system software 2) delivery of uninterruptible power supplies to the server room 3) delivery and implementation of a cluster of redundant NAS devices 4) review, analysis and update of the security policy on UTM Fortigate devices owned by the Ordering Party 5) delivery and implementation of Access Point devices 6) delivery and implementation of managed network devices 7) delivery and implementation of the NAC system 8) delivery and implementation of SIEM software. A detailed description of the subject-matter of the contract is included in the annex to the FTZ. 2. By submitting an offer, the Contractor grants the Ordering Party a 2-year warranty on the subject of the contract, under the conditions specified in the Draft provisions of the contract, with the proviso that for the backup server, NAS servers, AP access points with controllers and LAN switches type 1, type 2 and type 3, the Contractor may offer a longer warranty period, which will be assessed within the tender evaluation criteria. 3. When submitting a tender, the contractor may offer the SIEM system with or without the administrative console referred to in point 8 of the Description of the subject-matter of the contract, which will be assessed within the tender evaluation criteria. 4. The contracting authority does not allow partial tenders to be submitted. The contracting authority did not divide the proceedings into parts due to: 1) the need to maintain the integrity of the security system; The subject-matter of the contract covers the supply and implementation of components that do not constitute independent equipment, but form a single, coherent and complementary security ecosystem (in accordance with the assumptions of the implemented project "Cybersecure Local Government"). Detection and response (SIEM) and access control (NAC) systems must work closely with the network infrastructure (UTM, AP, LAN). In turn, data security (backup server, NAS clusters) directly depends on power stability (UPS) and protection against attacks from internal and external networks. Separating these elements would make it impossible to achieve full technological synergy. 2) the risk of dissipation of the Contractor's liability The division of the proceedings into parts would very likely lead to a situation in which individual tasks would be carried out by different Contractors. In the event of failures, vulnerabilities or compatibility problems at the interface of systems (e.g. lack of correct transfer of network logs from LAN/UTM devices to the SIEM system), there is a critical risk of the so-called network logs. ‘dispersion of responsibility’. Contractors could blame themselves for malfunctioning of the system, which would paralyse the process of removing failures, increase the response time and expose the Ordering Party to direct incidents of cyber security breaches. The selection of a single Contractor guarantees a single point of contact (SPOC) and full responsibility for the final outcome of the implementation. 3) at the risk of incompatibility and interoperability The implementation of NAC and SIEM class systems requires deep integration with LAN switches and Wi-Fi access points. Entrusting these tasks to different Contractors carries a high technological risk – the NAC system of one manufacturer may not work fully with network equipment provided by another Contractor under a separate part. One Contractor is obliged to select hardware and software in such a way that all elements work together without conflict. 5. If the Customer indicates in the description of the subject of the contract trademarks, patents or origin, sources or a specific process that characterizes the products or services provided by a particular Contractor, it is allowed to offer solutions equivalent to those described, provided that they maintain the same minimum technical, quality and functional parameters, etc. 6. The Contractor who invokes equivalent solutions is obliged to demonstrate that the solution offered by him meets the requirements specified by the Ordering Party. In such a case, the Contractor shall attach to the tender a list of equivalent solutions, together with its description or standards. 7. If the description of the subject of the contract includes references to standards, technical assessments, technical specifications and technical reference systems referred to in Art. 3 of the Public Procurement Law Act, the Contracting Authority allows solutions equivalent to those described. 8.
