Coordinamento e l’ottimizzazione nell’utilizzo delle risorse umane e strumentali a disposizione della commessa, al fine di evitare aumenti dei costi legati a diseconomie di scala.
Ciò significa che per la stazione appaltante un unico referente garantirebbe un controllo maggiore e un monitoraggio molto più accurato, considerando che il Comune deve interfacciarsi con tutte le famiglie, garantendo così una razionalizzazione e contenimento della spesa attraverso la centralizzazione e l’aggregazione del servizio stesso.
