Description

The purpose of the Framework Agreement is to lay down the conditions for the provision of services for the provision of camera surveys of street entrances and sewerage (the ‘Framework Agreement’). The framework agreement will be concluded between the Contracting Authority and 5 (five) suppliers. If the Contracting Authority is unable to select the number of suppliers referred to in the previous sentence, the Contracting Authority may conclude a Framework Agreement with a lower number of suppliers that meet the specifications, but with at least 3 (three) suppliers. The award of public contracts on the basis of the Framework Agreement will be carried out in accordance with the procedure without reopening of competition pursuant to Section 134 of the Act on Public Procurement and in accordance with the procedure with reopening of competition pursuant to Section 135 of the Act on Public Procurement. In accordance with the procedure without reopening the competition, partial public contracts will be awarded, the estimated value of which will not exceed CZK 500,000 excluding VAT. However, the contracting authority is always entitled to award a partial public contract in accordance with the procedure with the reopening of the competition (in a mini-tender). More detailed conditions are laid down in the binding model of the Framework Agreement, which forms Annex 2 to the ZD. Under the Framework Agreement, individual partial contracts will be awarded, the subject of which will be: a) inspection and documentation of the system condition, if possible comprehensively, b) all UV, connections, sewers will be cleaned before the start of the camera inspections by a pressurized water cleaning vehicle and suction, c) to ensure comparability of the survey results, a uniform coding system must be used according to the requirement of the harmonised standard ČSN EN 13508-2, d) the inspection must be carried out in such a way that all defects can be recorded, e) camera inspections of street inlets begin with a view of the surrounding terrain over the bodies of the inlet and end with a view of the camera from the connections to the sewer of their mouth, f) camera inspections of the sewers start from the center of the inspection shaft to the center of the next inspection shaft or from the center of the inspection shaft to the sewer object (outlet object, rain settling tank, etc.), g) the inspection must be carried out in such a way that all defects can be recorded. When using a remote-controlled camera, it shall be set in motion in the longitudinal direction until the lens is rotated in the direction of the piping axis, (h) the video recording shall be made as a single unit (without recording cuts) and stored as a single file. An exception will be the inspection due to impassability from both sides (the incorporation of UV/HV into the inspection shaft), (i) the area of the video recording must not be disturbed by any more or less transparent labels with data and descriptions that would obscure the inspected pipes, (j) the camera inspection of street inlet connections must be taken by a device that also allows a vertical view of the wall, (k) the supplier of camera inspections will carry out activities in the KANALIZ application, which contains the passport of drainage devices. All devices will be marked according to the markings in the KANALIZ application (e.g. 30/732117/468/1). TSK will provide free access and training, l) it is necessary to include dimensions, depth of the street/mountain gully/ inspection shaft, direction of inspection, material, profile shape, m) if any anomaly is detected on the pipeline or in the connection, it is necessary to make detailed footage to confirm or refute the suspected occurrence of a defect, n) the outputs will be transmitted electronically to the cloud storage TSK Praha a.s., o) camera inspections must be carried out by properly trained operators, p) in the case of inspections of roads with high traffic intensity (I. class), the contractor is obliged, as part of the works, to obtain the establishment of a traffic-engineering measure, including the provision of a decision-making road authority and traffic signs, if it is necessary to limit traffic on the public road within the framework of the works. (‘Services’) in relation to the street, I will allow sewerage in the administration of the Contracting Authority, continuously according to its current needs of the Contracting Authority. The estimated value of the public contract does not constitute an obligation on the part of the Contracting Authority to withdraw a specific scope of performance.
