For the new contractual situation as of 6 July 2016, the contracting authority wishes to conclude a single contract for all postal services because of the efficiency of its business. This means that the contracting authority chooses one lot. The market prospection showed that no parties are excluded by choosing one lot. In addition, this will provide the contracting authority with a contract that is (operationally) manageable.
This includes:
1. domestic mail for 2 (= 72 hours), 3 (= 48 hours) and 5 (= 24 hours) delivery days per week;
2. foreign mail;
3. collection and delivery services (for both regional and other mail). Annex 8 contains the contracting authority’s sites;
4. other mail, comprising: registered, foreign, Saturday, parcels, reply and postal numbers;
5. mailings (item with the same size, weight and content with or without addressing).
For the entire invitation to tender, it is reserved exclusively for tender by and award to SW companies. The reason for this is that the contracting authority attaches great importance to providing opportunities for people who are lagging behind in the labour market and that the contract in question has been classified as a contract which is particularly suited to be performed by employees belonging to this target group. It has been decided not to make a difference in several contract elements, but to complete the contract as a single contract. This is in application of Article 2.82 and 2.82a of the Amendment to the Aanbestedingwet 2012, which states that the contracting authority reserves participation in a public procurement procedure to sheltered workshops and to economic operators whose main aim is the social and professional integration of disabled or disadvantaged persons, or reserve its performance in the context of sheltered employment programmes, provided that at least 30 % of the employees of those workshops, undertakings or programmes are disabled or disadvantaged workers.
