Description

The district of Miltenberg (hereinafter also referred to as the "competent authority") is the authority responsible for local public transport pursuant to Article 8(1) of the BayÖPNVG and thus also the competent authorities pursuant to Regulation (EC) No 1370/2007 pursuant to Article 8(1) of the BayÖPNVG. It intends to award a public service contract (ÖDA) on the territory of the district of Miltenberg, including break-out lines, starting on 1 January 2027. ÖDA refers to public transport services within the meaning of Paragraph 8 of the PBefG on regular services (pursuant to Paragraph 42 of the PBefG) and on-demand services (pursuant to Paragraph 44 of the PBefG). The operator is granted an exclusive right within the meaning of Article 2(f) of Regulation (EC) No 1370/2007. With regard to the requirements for the offer design and the operating qualities to be complied with, the requirements described in the local transport plan for the Bavarian Untermain region (https://www.landkreis-miltenberg.de/themen/verkehr/nahverkehrsplan.html) must be observed and complied with. In particular, the standards defined in Sections 5 ‘Requirement Profile Tender Standards’ and 6 ‘Requirement Profile Quality Standards’ of the Local Transport Plan (NVP) are relevant. The ÖDA will include regulations according to which the transport offer within the framework defined in the ÖDA must be adapted to changing transport needs or financial conditions and to the local transport plans in the current version as well as to other changed circumstances at the request of the customer. Insofar as there are differences or contradictions with the local transport plan in this notice, the information provided in this notice shall take precedence. Furthermore, according to § 21 IV S. 2 PBefG, a release from the obligation to operate is only possible for the total performance (no partial release). Insofar as, exceptionally due to unforeseeable circumstances, a release from the entire obligation to operate is appropriate, in the opinion of the competent authorities / task authorities, this is only possible with sufficient time in advance, which is necessary to ensure a complete continuation of service. This is at least 24 months. Provisions must therefore be established to a sufficient extent in the event that, in exceptional cases, a release from the obligation to operate becomes necessary. With this information, the competent authority complies with the publication obligation under Section 8a II, third sentence, of the PBefG in conjunction with Article 7 II of Regulation (EC) No 1370/2007. The scope of the public service contract is awarded to the provision of scheduled services to be licensed in the form of regular bus services (regular services under § 42 PBefG) and on-demand services (regular services required under § 44 PBefG). Regular and on-demand services should complement each other in terms of time. The regular service includes in particular the journeys necessary for the transport of pupils during the peak period from the start of operations until 8:00 and during the normal period from 12:00 to 16:00. On-demand traffic is open on all working days from 8:00-20:00 and on Saturdays (excluding public holidays) from 9:30-17:00. A central task of both traffics is the feeder function to the SPNV. According to the current status of regular services, the ÖDA will cover a mileage of approximately 480,000 commercial vehicle kilometres per year on the following lines: Line 80: Miltenberg-Großheubach/Bürgstadt-Miltenberg line 82: Miltenberg-Eichenbühl-Locations and back Line 84: Miltenberg-Breitendiel-Mainbullau-Weilbach-Amorbach and back Line 86: Miltenberg-Rüdenau-Kleinheubach-Laudenbach and back Line 88: Breitendiel-Stadtverkehr Miltenberg and back Line 93: Schneeberg/Kirchzell-Amorbach-Kleinheubach-WIKA-Wörth- Glanzstoffwerke and back Line 94: Amorbach-Weilbach-Weckback-Gönz and back Line 95: Amorbach-Kirchzell-Watterbach-Breitenbuch/Ottorfszell and back Line 96: Amorbach–Buch–Preunschen–Mörschenhardt–Mudau and back Line 97: Amorbach-Schneeberg-Gottersdorf-Reichardtshausen-Neudorf-Amorbach line 98: Amorbach-Beuchen/Boxbrunn-Eulbach and back Line 99: Amorbach-Schneeberg-Hambrunn-Zittenfelden and back On-demand traffic The on-demand traffic is carried out by the passenger on a telephone or app-based order. Operational performance depends on demand. The competent authority expects approximately 15,000 driver hours per year. The operating area includes 2 zones. Zone 1: Amorbach, Kirchzell, Schneeberg and Weilbach (each with districts). Zone 2: Eichenbühl, Neunkirchen, Rüdenau, Miltenberg (main town) and Kleinheubach (both with districts). On-demand traffic must be designed as a surface operation within the two zones. There are no fixed lines and no timetable. The transport takes place from the point of entry directly to the destination. The course of the journey results from the different, bundled travel wishes of the passengers. There are no trips between the two zones. The main town of Miltenberg and Kleinheubach are only start and finish areas. On-demand traffic exclusively within these two sub-areas is not planned. There is no need to offer direct on-demand trips to Miltenberg for the municipalities of Eichenbühl and Neunkirchen. In Eichenbühl, the connection to the regular bus in the direction of Miltenberg must be ensured. The offer in on-demand traffic must be designed in such a way that at least 90% of all requests can be carried out for the specified operating time and the maximum time difference between the desired and actual departure time is not more than 45 minutes. According to existing studies, two to three vehicles per zone are necessary to ensure these standards, depending on the development of demand. The required background system for ordering and scheduling on-demand traffic is provided by the task provider.
