Implementation, excluding crew, and maintenance in operational condition of the aircraft of the Directorate-General for Civil Security and Crisis Management (DGSCGC) and associated services.
It is specified that the time limit indicated in section 5.1.12 is that of Paris. The park to be supported currently consists of: - 12 aircraft of type Canadair CL 415, - 8 aircraft of type DASH 8-Q400 versions MR and MRE - 3 aircraft of type Beechcraft B 200. During the performance of the contract, the fleet will be supplemented by 4 Canadair DHC 515 aircraft (arrivals planned between 2028 and 2033). Indicatively, the main services to be provided are as follows: - Navigability Maintenance Management; - the implementation (including runway) of the fleets, excluding crews, at all detachment sites; - aircraft maintenance, including mission systems; - on-site technical assistance (ATS); - the supply of spare parts, consumables and ingredients; - management of technical facts; - the management of obsolescence; - other technical and logistical support services. The fleets are operated by the DGSCGC mainly from the Nîmes-Garons Air Base and from other sites in mainland France (Ajaccio, Bordeaux, etc.), in the DROMs (The meeting, abroad: Greece, Portugal, Italy, etc.) for ad hoc secondments. As an indication, the annual activity forecasts for each fleet are between: - 2 300 and 3 000 flight hours for CL 415s; - 2 850 and 3 550 flight hours for DASH 8; - 800 and 1,000 flight hours for the B 200. This is a defence or security contract. This draft contract is subject to the procedure with negotiation in accordance with the provisions of Articles L. 2324-1, L. 2324-3, R. 2324-1, R. 2324-3, R. 2361-1, R. 2361-8 to R. 2361-12 of the Public Procurement Code. This draft contract is a ‘composite’ contract consisting of: - on the one hand, flat-rate services which are enforceable from the start of performance of the contract; - a share of services per flight hour; - a share of flow-based services; - on the one hand, services which may be ordered by order forms pursuant to Article R. 2362-8 of the Public Order Code. - in application of Articles R. 2372-19 to R. 2372-21 of the Public Procurement Code, the contract may present technical hazards, on the one hand, of supplies or services which could not be precisely defined in the initial public contract.
