D-Berlin: graphic design services
Service for the revision of all the contracting authority’s printed media with subsequent implementation during the opening of the capital city-Airport Berlin Brandenburg Airport (BER). This means that not only a new corporate design (CD) should be applied to them (not the subject of this contract), but also a repositioning of content and design. As a first step, the individual publications for the new airport have already been defined and the requirements and ideas have been formulated in broad concepts. These broad concepts are intended to serve as a basis for redesigning the content and design.
It is therefore the responsibility of the service provider, on the basis of the new existing CD guidelines and the individual broad concepts, to review all the contracting authority’s publications for the new airport, to redesign and subsequently implement them.
6 lots will be tendered:
— Lot 1: Annual report;
— Lot 2: Client magazine,
— Lot 3: Flight plan;
— Lot 4: Sales Guide, Travel News,
— Lot 5: Staff newspaper, neighbourhood newspaper,
— Lot 6: Flyers; Airport/fixing plan; Special formats.
The following tasks (service components) must be carried out per lot for each publication:
1. Concept.
Redrafting the content and design of the respective publication(s) for the BER on the basis of the new CD guidelines and the rough concepts already developed for the respective publication(s). The tasks will be drawn up on the basis of the terms of reference and a briefing document. There will also be a kick-off date with the contracting authority at the start of the cooperation. As a result, a fine-tuned approach per publication, including measurement and example pages/presentations, is expected.
2. Prototyping.
Production of prototypes for each publication based on fine-tuned concepts.
3. Layout/phrase.
Design of fine-tuning concepts by a type of director at the different design stages. The basis for the design is the CD Guidelines for BER.
4. Advice and coordination services.
Advice and coordination (personal, telephone, e-mail) needed during the implementation and correction phases. On-site meetings for voting or presentation purposes (including before management, if necessary) are not the general rule, but may be scheduled if necessary, within 48 hours, at the request of the contracting authority. These appointments must be held on site in Berlin or Schönefeld. Establishment of a timetable, if necessary making available on-site workstations for the responsible editor (hourly), data handling, release procedures. Quick incorporation and implementation of corrections/comments: In the case of extremely time-sensitive publications (e.g. Lot 3, Lot 5), a response time of ≤ 2 hours and a conversion time of ≤ 12 hours is mandatory (reference to III 2.3.1c).
5. Editor.
Orthographic, grammatical and stylistic verification of all printed matter produced.
6. Pure drawing, set according to CD guidelines up to pre-press.
Creation of pure drawings/sets by reading and correction phases. In principle, approximately two correction phases can be assumed, but at the very beginning of implementation, more than two correction phases must also be planned depending on the publication.
7. Production preparation, including printing and delivery.
This point includes the preparation and transmission of the final print file to the contractor’s printshop after final approval by the contracting authority, as well as monitoring the production process and delivery of the publication. Depending on the publication, digi proofs must also be produced, which the contracting authority receives for final release of the inks.
The editing, the management of the production process and the internal distribution of publications are largely regulated and managed by the contracting authority’s press office, but in exceptional cases may also be entrusted to the contractor.
The marketing of advertisements for online and print (client magazine and flight plan) will be carried out by an external agency and will not form part of this procurement procedure. The contracting authority will liaise between the contracted agency and the contractor in coordination processes in terms of design and production.
For lot 4, here the Sales Guide, the first publication to be produced must be ready in the new design by the end of September 2011.
