Comment: Stock market of services for the maintenance of specific green areas, including felling, pruning, brushing, hedge trimming and disposal of green waste. BH-P Logements is a public service company subject to the Companies and Associations Code, with the exception of matters governed by the Walloon Sustainable Housing Code. The main tasks of SLSPs, which fulfil a regional public service mission, are to manage and rent housing. This contract is a joint contract in that, in accordance with Article 48 of the Law of 17 June 2016, the contract is awarded on behalf of different contracting authorities which, in the public interest, have come together in a single market. In the present case, the various authorities are BH-P Logements and the ASBL FEES (service APL) and have, by common agreement, designated SLSP BH-P Logements as the body competent to act on their collective behalf as contracting authority. Despite the uniqueness of the contract, tenderers’ attention is drawn to the fact that, in practice, invoices will be sent by the successful tenderer to each limited partner separately for his ‘order’ and payments will be made directly by the various entities of the contract. Furthermore, at the time of drafting this contract, the contracting authority is not in a position to define precisely the quantities of services to be performed.
