A. Subject matter of the contract
1. Background
Brussels Environment, the Brussels Environment Administration, manages a large number of topics that affect all Brussels residents and businesses. With regard to individuals (the primary target of this market), the following are mentioned: air – climate (internal and external air pollution); food; construction; animal welfare; noise (prevention/mediation/rights/duties or noise insulation solutions); sustainable consumption; waste (prevention, reuse or composting) – resources; water (rational use, quality of surface water and groundwater); circular economy; energy (rational use and renewable energy); green spaces and biodiversity; mobility; waves and antennae; health – safety; soil; sustainable city.
For several years, Bruxelles Environnement has been publishing a monthly periodical (9 issues per year: except January, July and August): My city our planet. The monthly is a basic tool for the overall communication strategy pursued by Bruxelles Environnement and described briefly below. To date, the periodical has almost 17.000 subscribers to the paper version and 5.000 subscribers to the electronic version. 2. Overall objectives of the Communication from Brussels Environment
The main objective of the communication from Brussels Environment is to bring about changes in citizens’ behaviour towards sustainable development and a better quality of life for people living in Brussels.
A more institutional objective is added: ensure a clear perception and a positive image of Brussels Environment. The communication should help convey the message that Brussels Environment is the public interlocutor of Brussels for all matters relating to their environment (quality of life).
A four-level communication
Brussels Environment has 3 external communication departments: internet and publications (publications for all audiences, integration and strengthening of digital communication and social media presence); external communication (campaigns, press, one-off actions); events (stands and direct contact with the public at various events, organisation of events, training, etc.). The Monthly My City Our Planet is directly dependent on the Internet and Publications Department, but its editorial content is often reused and translated into materials developed by the other communication departments.
Communication in Brussels Environment is divided into 4 levels according to the degree of involvement of the target audiences:
— Level 1 = information, teaser, interpellation, understanding of the issues at stake.
— Level 2 = outreach, awareness raising, practical tips for moving to action expressed in a simple way.
— Level 3 = concrete technical information to move to action.
— Level 4 = information at professional or scientific level (technical reports).
The aim of the communication is to bring as many people as possible to move to higher levels of involvement by changing their behaviour.
My city newspaper is clearly balanced between Level 1 and Level 2 information. It will refer as often as possible to Level 3 information available on the website and/or in the form of other publications. The texts included in the publication are also intended to clarify legal provisions by making them accessible to the general public.

Compensation is provided for tenderers who have submitted a tender. This allowance (EUR 4,500) will be shared among the unsuccessful tenders.
