Description

(A.)By lot 1, the Cologne University Hospital intends to create a digital medical record for the critical care area in order to implement the concept of a paperless hospital. This ‘Patient Data Mangement System’ (PDMS) and ‘Anaesthesia Information Management System’ (AIMS) forms a longitudinal medical record of the critical care area. It is therefore used in all intensive care areas, in the intermediate care area, as well as in all anaesthesiological workplaces (OP, discharge, discharge, guard rooms, premedication, PACU). Nevertheless, the necessary degree of specialisation of the software with its shares for intensive medicine (PDMS) and anaesthesia (AIMS) allows for the formation of a longitudinal medical record throughout the CriticalCare area and thus best supports the workflow. The new PDMS/AIMS software system should be characterised by high functionality, modularity, with a high degree of integration, and a modern system design. The new system will be installed with the aim of managing the volume of information in the critical care area and presenting it in the content context in order to improve quality. The whole course of the critical care area is to be recorded in a – digital longitudinal medical record. Data on the ‘electronic fever curve and maintenance documentation EPA for normal station’ system area (lot 2 of this call for tenders) and the existing Clinical Workplace System (ORBIS) are exchanged bidirectionally and to the extent necessary. The system in question must be capable of being upgraded, adaptable to the specific conditions of the clinic with minimal effort, can be operated in high-performance modern infrastructure (e.g. server virtualisation, terminal server solutions, etc.) and allow the integration of medical equipment commonly used in intensive medicine and anaesthesia (including vital value monitoring, respirators, perfusors, infusoms, kidney replacement techniques). The entire system, or individual parts of the system, shall be designed for 24-hour daily operation and shall be designed accordingly. The necessary legal provisions are met (e.g. CE certification, MPG, G-DRG).B. In Lot 2, Cologne University Hospital intends to implement a digital fever curve and care documentation for the area of normal stations in order to implement the concept of an electronic health record and a paperless hospital. The system is used in all normal stations and, through its functionality and integration into the existing or to be installed patient data management systems, helps to avoid media disruptions in the documentation of the data, reduce the time needed for documentation and achieve higher quality.The new digital fever curve and care documentation software system should be characterised by high functionality, modularity – with a high degree of integration – and a modern system design. Data on the ‘PDMS/AIMS’ system area (lot 1 of this call for tenders) and the existing Clinical Workplace System (ORBIS) are exchanged bidirectionally and to the extent necessary through interfaces or integrated in the same system. The system in question must be capable of being upgraded, adaptable to the specific conditions of the clinic with minimal effort, and can be operated on high-performance modern infrastructure (e.g. server virtualisation, terminal server solutions, etc.). It is also able to meet the specific requirements of mobile terminals (e.g. tablet PCs) to support a digital mobile visit. Particular attention will be paid to the high level of resilience. The failure of individual components (network, server, etc.) is addressed by appropriate concepts in such a way that limited further work is possible. The entire system, or individual parts of the system, shall be designed for 24-hour daily operation and shall be designed accordingly. The necessary legal provisions are complied with.
