The subject matter of the contract shall include, in particular:
(a) collecting municipal waste from owner-occupied properties (as at 19.6.2015):
number of inhabitants in the city of Oświęcim to be covered by the municipal waste collection service:
according to the population register – 38311 persons;
according to the declarations made – 33919 persons;
number of properties with single-family buildings – 2625,
number of multi-family properties (blocks) – 451,
area of the City of Oświęcim – 30 km², population density – 1277 per km².
The contracting authority will keep the contractor informed about new properties that need to be handled and real estate in which the amount of waste generated (legal persons) or the number of residents (natural persons) has changed;
(b) the collection of municipal waste from property owners on which residents do not live but generates municipal waste,
number of properties where residents do not live but generate municipal waste – 1542;
(C) transport and transfer of collected municipal waste to the Regional Municipal Waste Processing Plant (RIPOK) indicated by the Contracting Authority, i.e. to Składowiska Od Wasteów Komunalny Sp. z o.o. in Oświęcimiu, ul. Nadwiślańska 36, 32-600 Oświęcim (SOK Oświęcim), in accordance with the conditions laid down in this ToR.
Whenever reference is made in the tender specifications or in the annexes thereto to the Regional Plant for the Processing of Municipal Waste (RIPOK), it should be understood that, for this contract, the installation is Składowiska Od Wasteów Komunalny Sp. z o.o. in Oświęcimiu, ul. Nadwiślańska 36, 32-600 Oświęcim (SOK Oświęcim);
(D) transport and management of municipal waste not sent to the RIPOK in a manner consistent with the legal provisions currently in force, as indicated in this ToR and in Annex B to the ToR.
The selected contractor will be required to provide the services covered by this contract, consisting of the daily collection of waste from Monday to Sunday between 6:00 and 22:00. Schedules shall be approved by the Contracting Authority;
(e) organising and operating two separate collection points for municipal waste (PSZOK) and a customer service office (BOK) under the conditions set out in Annex B to this ToR;
(F) mandatory record keeping including reporting on and under the conditions set out in paragraph. Point 4 of this chapter of the ToR and in Annex B to the ToR,
(g) the delivery of containers and bags for the collection of municipal waste in the composition and quantity referred to in paragraph 1. Point 3(c) of this chapter of the ToR and in Annex A to the ToR and to keep them clean in accordance with the requirements of the Contracting Authority,
(H) equip the properties with containers and bags and maintain them in good technical and aesthetic condition under the conditions laid down in paragraph 1. Point 3 of this chapter of the ToR,
(I) carrying out field inspections with the contracting authority with the contractor’s vehicle on a weekly basis,
(J) permanent contact with the Contracting Authority together with each other’s exchange of correspondence and reply, within the time limit set by the Contracting Authority, to enquiries made by the Contracting Authority in relation to the service covered by this contract,
(K) carrying out educational activities in accordance with the principles set out in Chapter XIII par. 4 TOR,
(L) the performance of other work and activities necessary for the proper performance of the subject-matter of the contract.
