France-Limoges: Miscellaneous software development services and computer systems

Negotiated contract awarded on the basis of Article 35 (II) (II) (8) of the Public Procurement Code following the declaration without further action on grounds of general interest of the tendering procedure launched in 2014 for the renewal of a contract until 31.12.2018. The successive delays in the various stages of implementation of the reform of the common agricultural policy (CAP), which would not have enabled the current contractor to ensure the necessary reversibility in the event of the appointment of a new contractor, led to the extension of the period for recasting the tool. This one-year contract (from 1.9.2015 to 31.8.2016) will make it possible in particular to:
— to complete the adaptation of the ISIS (Integration of Secured Information Systems) information system in the light of the changes made necessary by the reform of the CAP, in order to complete the CAP 2015 campaign and to initiate the 2016 marketing year;
— to incorporate new data from the National Institute for Geographic and Forestry Information (IGN) for the management of the Graphic Parcellar Register (RPG)
— to develop, in accordance with Community rules before autumn 2016, the procedures necessary for the Agency to obtain services and payments for certification under ISO 27001.
— ensure, if necessary, the training of another economic operator during a reversibility period of 4 months, from May to August 2016, before the establishment of an overall accommodation, maintenance and operating contract.
