The subject of the procurement is the purchase of laboratory reagents in 5 parts as follows: Part 1: Purchase of reagents and consumables (control, calibrator, system solutions) for the determination of lithium and Ionized Calcium Part 2: Purchase of reagents and consumables for haematological examinations (control, calibrator, system solutions), rental of equipment for carrying out examinations, ensuring full operation Part 3: Purchase of reagents and consumables (control, calibrator, system solutions) for special immunochemical tests, rental of equipment for carrying out tests, ensuring full operation Part 4: Purchasing reagents and consumables (control, calibrator, system solutions) for nepheometry testing, as well as hiring equipment for performing tests, ensuring full operation. Part 5: Purchase of reagents and consumables for platelet aggregation testing (control, calibrator, system solutions) and rental of equipment for carrying out tests, ensuring full operation Detailed content is included in the Technical Specifications, Price Tables and the Draft Contract The Contracting Authority informs the tenderers that in part 2 the Hetényi Géza Hospital of Jász-Nagykun-Szolnok County acts on behalf of itself and the Szent Erzsébet Hospital of Jászberény and the Gábor Kátai Hospital of Karcagi, with regard to which in part 2 three separate contracts will be concluded. The purpose of the present procurement is the National Laboratory Network (hereinafter: NLH) the implementation of a pilot project in accordance with the Ministry of the Interior's terms of reference 1136/2025. (V.8.) on the basis of point 1(c) as defined in Annex 2. The Hetényi Géza Hospital of Jász-Nagykun-Szolnok County acts on behalf of the Szent Erzsébet Hospital of Jászberény and the Kátai Gábor Hospital of Karcag itself. Contractor in accordance with Decree No. 368/2011. On the basis of Section 52/A(11) of Government Decree No 487/2015 (XII.31.), it requested the approval of the National Directorate-General for Hospitals and the Ministry of the Interior as the body responsible for the management of the health service. The above bodies have approved and authorised the procurement with this content. They are also the managing body of the contracting authority (Ministry of the Interior) and the maintainer of the budgetary authority (Directorate-General for National Hospitals). It can be stated that during the preparation and finalisation of the documents prepared in the course of this public procurement procedure, the contracting authority acted with the consent of the superior authorities, and we would like to stress that it is not possible to derogate from it in the basic principles of the procedure. The above hospitals in Jászberény and Karcag are independent budgetary bodies, but the Hetényi Hospital in Jász-Nagykun-Szolnok County also provides financial control and professional support. As contracting authority, our organisation carries out the public procurement in the case of the above two city hospitals with due regard to the above, thereby coordinating, among other things, the technical content, harmonising the laboratory diagnostic requirements, the settlement and payment schedules. According to the laboratory diagnostics program, the laboratory of the county control centre (Hetényi hospital) and the laboratories of the city hospitals are part of the laboratory diagnostics network. The aim of the pilot project is to make the laboratory unified system interoperable at county level, capable of replacing each other and filling their lack of capacity. The uniformity of the technical content is one of the cardinal points of the present procurement, since it is not possible for the controlled institutions and our institution under the Jász-Nagykun-Szolnok County Hetényi Hospital-Order Institute to perform their examinations with different laboratory diagnostic tools/elements and reagents, because this way the results of the individual examinations cannot or will not be the same and thus the results will not always be comparable. Allowing further sub-bids in a given lot could lead to different bids in different lots, and thus to different technical methods, which does not meet the uniformity requirement, so that the different reference ranges mislead the doctors involved in the performance of tasks. The position of the contracting authority is that the cooperation of 3 entities within a given procedure may lead to a decrease in bid prices in view of the volume, and together we can achieve higher discounts during the public procurement procedure, which is not a negligible fact for a budgetary authority. It should also be specified that the individual institutes are independent budgetary bodies, including the undertaking (the director-general of the given institute), and that the laboratory operations at the individual institute level are coordinated independently, with the professional support of the county managing hospital as required. In our view, these facts necessitate the conclusion of contracts at institutional level. The subject of this procurement is the supply of goods in all parts, the value of which significantly exceeds the value of the service.
