PL-Rzeszów: river regulation and flood control works
1. The subject matter of the contract is to carry out an investment on the basis of the Act of 8 July 2010 on special rules for preparing for the implementation of flood protection projects. ‘Design and construction of a dry flood protection tank (flow box) entitled ‘Kańczuga’ on the river Mleczka Kańczudzka in the municipality of Jawornik Polski and the city and municipality of Kańczuga’.
2. The scope of the contract shall include:
(a) the design work (pre-design work, execution of the construction and execution project, construction of pre-measures) and the obtaining of the arrangements, opinions, permits and decisions necessary for the proper execution of the construction works;
(b) performing copyright surveillance at the construction site;
(C) services accompanying design and works;
(D) the execution, on the basis of the design documentation drawn up and the administrative acts issued, of a complete work meeting the requirements described in the functional and performance programme and the tender specifications.
3. The scope of the necessary formal legal and design documentation includes, inter alia:
— architectural and construction project – 5 copies,
land-use project – 5 copies,
— implementing draft – 5 copies,
— information from BIOZ – 5 copies,
— bill of works – 2 copies,
— detailed financial statement – 2 copies,
— technical specifications for the execution and acceptance of the works – 2 copies,
— water-law frame – 3 copies,
— inventory of trees and shrubs – 3 copies,
— the estimated frame for land purchase – 5 copies,
— geodetic frame for the purchase of land occupied for the investment – 3 copies,
— decisions authorising the felling of trees,
— water-law permit,
— decision laying down the conditions for carrying out the works (if necessary),
— decision authorising the execution of the investment,
— decision authorising the use of the work.
4. The scope of construction and assembly works includes:
(1) preparatory work, including but not limited to:
— felling of trees and horticulture,
— photograph of humus,
— measuring work,
— ratio of drainage ditches;
(2) basic works, including but not limited to:
— macro-relation of the terrain crane,
— vertical hydro-insulating disc,
— construction of the natural body of the front and lateral dams,
— transfer and agency section with a German accident,
— bituminous insulation of the concrete components,
— isolation of the aquiferous PVC geomembrane;
(3) Accompanying and finishing works, including but not limited to:
— making communication lines,
— management of the tank’s time,
— humusification and sowing of grass mixtures of earth dam bodies;
4) other works necessary for the proper performance of the subject-matter of the contract.
5. Characteristic parameters defining the size of the work and the scope of the works.
The purpose of the proposed investment is to protect the floods of the Mleczki valley by constructing a dry retention reservoir (flower). The characteristic parameters defining the size of the work and the scope of the works are defined in the study entitled: ‘Optional concept for the construction of the Kańczuga reservoir on the river Mleczka Kańczudzka, in the municipality of Jawornik Polski and in the city and municipality of Kańczuga woj Podkarpackie’ and in the functional and utility programme. The following paragraphs describe the elements of the vessel being designed and its estimated parameters are specified.
1) Repository.
Flood protection tank (flow box), dry, volume approx. 3 090 000 m³ to reduce flows with a probability of exceeding p = 1 % to 10 %.
(2) Head drag.
Earth frontal dam approximately 280 m, maximum height approx. 11.0 m. Slope of the submarine turbot ca. 1:3.5, vented turbot ca. 1:3. It is proposed that a 3.0 m wide bench bench bench bed on the mouthwall, for an order of 210.50 m, e.g. Sealing the geomembrane barrier. Sealing of the substrate under a barrier – a vertical obscuration.
3 lateral blow.
Earth lateral dam of approximately length 1 720 m, maximum height approx. 6.0 m. Slope of the submarine turbot 1:2.5, mouth-scarp ca. 1:2. It is proposed to make a bench with a width of around. 3.0 m, in an order of 210.50 m, e.g. Sealing the geomembrane barrier. Sealing of the substrate under a barrier – a vertical obscuration.
4) Transfer-up equipment.
In view of the condition of simplified service of the tank, it is proposed that the frontal barrier overflow section be constructed without closings. Bottom drainage, in the form of a pressure duct, limiting high flows in a watercourse, with an expense depending on the current level of the water table in the tank.
Maximum venting at Q10 % water level at maximum floor of the tank. Overflow section carrying out excess extreme flows when the water level of the tank reaches a fixed maximum level of impoundment.
5) Correction of the tank’s time.
In order to increase the compensatory capacity of the tank, it is planned to perform a macro-relation of the cranial of the tank by cutting its top layer with a drop in the direction of the watercourse bed. Macro-relation material may be used for the construction of a side and front dam, provided that it is suitable for construction. The previously removed humus shall be re-built into the tank crane and the frontal and side dams after the macro-relation.
6) fish pass.
In order to allow the fish to migrate from the dam, it is envisaged to construct a fish pass. Due to the type of work carried out by the reservoir, it must operate during a period of low, normal and large water levels.
7) Transmission of drainage ditches.
Drainage ditches are planned (by translating them) into the Mleczki river bed.
8) communication lines.
In order to ensure access to the tank, it is planned to carry out a technological path along a 4.0 m wide aquifer. Road from road boards is planned.
6. Current conditions for performance of the subject matter of the contract.
The land intended for the development of a flood defence reservoir is included as a water reservoir in the ‘Study of conditions and directions for the development of the town and municipality of Kańczuga’.
The contracting authority has a variant concept for the construction of a Kańczuga reservoir on the river Mleczka Kańczudzka, in the municipality of Jawornik Polski and the city and municipality of Kańczuga, Podkarpackie Province. The length of the dam (front and side) that has been accepted for implementation (according to Option V) under this contract is set at approximately. Km. The technical solutions indicated in the Contracting Authority’s understanding should be regarded as preliminary and ancillary documents, which do not constitute the final material for the development of the construction project. In view of the nature of the study (concept), the contracting authority does not preclude the Contractor (in agreement with the Contracting Authority) from making corrections to the solutions set out in the concept when drawing up the project documentation. Formal consequences – legal changes impose on the Contractor the obligation to obtain their approval (e.g. reassessment of the impact of the change on the environment). The contractor must expect that the types of works and quantities according to the functional utility programme may change once the project documentation has been drawn up. Detailed solutions increasing the scope and quantity of works represent a risk for the Contractor and will not be treated as additional or complementary works.
7. Existing status.
The area of the investment is located in the area of the Przeworski district, the municipalities of Kańczuga and Jawornik Polski. Covers an area with a surface area of approximately 70 ha. It is located in the Mleczki valley, between the historic line of the Dynów – Przeworsk queue on the eastern side and the Przeworsk – Kańczuga – Dynów road on the west side.
From a morphological point of view, it is a fragment of Pogórza Dynowski.
The valley of the Western Milka River in the area of the projected reservoir is flat and gently sloping towards the river. The design of the dry flood protection reservoir on the river Mlakzce comprises agricultural land, which covers almost the entire area of the area in question. These are both permanent grassland and arable land. The grasslands occupy a space between the running centre of the right-shore part of the boiler on the railway track of the narrow-bridge and the elevation of the flange of the boiler on the south. Grassland is also located on the other side of the railway track, between it and the riverbed, where it is in turn with agricultural land. Levobrzeżna, a much smaller part of the boiler, up to the Manasterz-Saedlec road almost all of the arable land. Grassland has a negligible share, which is found in the downside of the riverside, with a slight pressure on field crops. For the entire surface area of the reservoir, grassland covers almost 70 % and arable land slightly more than 30 %. The area behind the torchery of narrow-track railways is made up of wet meadows. The valley slopes on the section of the tank are free of residential and economic development. The slope on the left bank falls around 4.5 %, while on the right side it is around 15-18 %. Two drainage ditches pass through the area of the planned reservoir. They are remnants of the old old rivers of the Mleczki river, with the east taking over the waters of the ‘From the Łopuszki Great’ ditch.
Description of the area protected by the planned development.
The purpose of the planned investment will be to protect the flood protection of areas below the planned reservoir against the flood waters of the River Mleka West.
As a result of the construction of the reservoir, the flood wave will be reduced. Estimated wave reduction approx. 70 % for a flow with a probability of 1 %.
Hydrological conditions.
The River Mleczka is formed by two spring streams known as the Eastern Dairy and the Western Milk, which are bound in Urzejowice. From the village of Urzejowice, where there is a connection of the source tributaries up to the mouth to the Wisłoka near Gniewczyny, the length of the bed is approximately 37 km.
