The aim of the procedure is to award the structural design in accordance with § 49 ff HOAI and associated special services. The procurement procedure is carried out on the basis of Section 74 of the Public Procurement Ordinance (hereinafter referred to as the VgV) as a negotiated procedure with participation competition in accordance with Section 17 of the VgV. The assignment is carried out in stages according to the individual performance phases (hereinafter referred to as LP). After completion of the procurement procedure, it is initially planned to commission LPs 1 to 4 and associated special services. There is no legal claim to the transfer of all planned service phases, nor is there any legal claim to the further commissioning after the first service phases have been performed.
