Description

The object of the procurement is the supply of soil materials as a framework agreement to roads, areas and properties managed by the service units of the Defence Properties' service area in Southern Finland, Santahamina, Kaartinkortteli and Parolannummi. The procurement is divided into the following sub-areas: Sub-area 1) Helsinki, estimated value of the procurement 70.000 €/year Sub-area 2) Kanta-Häme, estimated value of the procurement 80.000 €/year Sub-area 3) Päijät-Häme, estimated value of the procurement 30.000 €/year The soil materials are delivered to the sites unloaded in full cassette loads or knob loads or spread on the road. The thickness of the applied soil is always agreed on a case-by-case basis. The supplier may use a subcontractor to supply the soil. If the supplier wishes to use subcontractors, this must be stated on the ESPD form when submitting the tender, because the minimum suitability requirements (e.g. Euro VI) have been set for the transport equipment on the form, and the subcontractor in question must indicate section IIC as the capability unit: INFORMATION ON THE GOOD USE OF OTHER INDIVIDUAL POWERS. The tenderer may submit a tender for one or more lots. The terms of delivery, aggregate quality requirements and other contractual terms are defined in the framework contract model and its appendices. The framework contract does not contain a quantity purchase obligation. The exhaust emission classification of the combustion engine-driven transport equipment used by the supplier at the site is EURO VI. The use of non-fossil fuels, e.g. biodiesel or renewable fuel, is recommended for combustion engine powered machinery. The fuel and lubricants used in the supplier's transport equipment must be safe and suitable in terms of their environmental impact. The supplier recognises its environmental impact, strives to reduce emissions and the environmental load caused by its operations, and makes efficient use of resources. The issues are described in more detail in the model framework agreement. The procurement is accompanied by security requirements, which are stated in the security agreement. The requirements shall include a procedure for the approval of persons, including the conduct of a security clearance.
