Description
Oslobygg KF has been given the task of establishing a new special department at Hovseter school for pupils with diagnoses within autism spectrum disorders. The total gross area (gross area) is 1,234 m² distributed over two floors as well as a technical roof room. The building shall be constructed from solid wood, with visible wooden surfaces and external aluminium covers and it shall fulfil the requirements for plus house standards. The building shall have robust and adapted systems that meet the target group`s needs. A separate outside area shall be established that shall be integrated in the existing outdoor installations. Description: In this procurement, the environment is not weighted as an award criteria by 30%. The contracting authority has chosen to have strict minimum requirements for the environment that, according to the contracting authority ́s assessment, will give a better environmental effect than setting the environment as an award criteria. Pursuant to the Public Procurement Act § 5b, second paragraph, the fourth period, the Contracting Authority is obliged to provide a justification for this in the procurement documents. In this procurement, emission free construction sites and all machines that are used at the construction site shall be emission free from the start of construction until completion. The transport shall be carried out by using vehicles with zero emission or biogas technology. Furthermore, there are requirements to map and prioritise the reuse of at least five different types of components in the project, and as many components as possible shall be disassembled and reused during future demolition or alterations to the building. The building shall be constructed as a solid wood plus house and solar panels and well parks shall be established. Climate gas accounts shall be prepared in accordance with NS3720, and a separate requirement is made as to the maximum climate gas emissions from materials thereof. In the competition tenderers shall price an option on extreme low carbon concrete. The contract also states that waste from the construction site shall be source sorted and a minimum of 90 percent of the waste shall be sorted and delivered to a certified waste disposal site or directly for recycling. The contracting authority has also chosen to award fulfilment of some environmental aspects in the contract period with a bonus. This applies to emission-free transport, and is being done in order to achieve further reductions of the environmental and climate impact within what has been identified and assessed as suitable themes. By setting such minimum requirements, it is ensured better climate and environmental effect than by setting up the award criteria(s) associated with the environment. The exclusionary provision in the Public Procurement Act § 5b, second paragraph, third period will therefore apply.
