The Rosa Luxembourg Upper School, named after Rosa Luxembourg since 1994, is located on several plots of land in the Pankow district of Berlin, Pankow district. The school complex consists of the 5 floor main building, a ‘Villa’ (formerly rector’s home) and the Mensa (formerly Turnhalle) on the Kissingenstraße 12 plot, built in 1907 (architect: Wilhelm Johow), as well as the ancillary building built in the 1970s (Sk-Berlin type slab construction) on the Borkumstr plot. 13, and the Great Turn Hall. The main building, the Villa and the Mensa building are protected as monuments.
The ancillary building (slab building) was built as a primary school. Today, the rooms are used as classrooms for upper secondary language, music and arts. Structural deficiencies in the slab construction caused by ageing and reduced housing require a major refurbishment of the building. The thermal protection requirements for the building envelope and the equipment technology installed at the time of construction of the building do not correspond to almost today’s requirements. After the conversion of the small tower hall built in 1907 to the Mensa, only the school-owned gym hall in Borkumstraße 13 is currently available for sports education. Sports facilities in the neighbouring primary school and a primary school at Pankow station are also used for sports education.
The planning services to be awarded here concern the following measures:
1. 5 floor slab construction with a gross floor area of approximately 3 630 m²: Basic repair and energy optimisation, as well as renewal of the building installations and barrier-free extension (lift installation). The renovation of the school building, type SK Berlin, built in the early 1970s in reinforced concrete skeletal construction, will involve both alterations to the floor plan and a renovation of the façade. The estimated construction costs (cost groups 300 and 400 according to DIN 276 new) are approximately EUR 5.5 million gross (of which KG 400: approx. EUR 2.0 million).
2. Construction of a new sports hall with three indoor parts (27 x 45 m), preferably in solid construction. For reasons of space, the ancillary rooms are expected to be stacked one-sidedly. The estimated total construction costs (cost groups 300 and 400 according to DIN 276 new) are approximately EUR 5.0 million gross (of which KG 400: approx. EUR 1.2 million). Planning is based on the planning manual of school sports halls of the Senate Administration for Education, Youth and Science, Berlin 2012.
The intended contract covers the structural planning services in accordance with Section 51 of the HOAI 2013 for the construction measures described above, phases 2-6 in accordance with Section 51 of the HOAI, and selected special services in accordance with Annex 14.1 of the HOAI 2013: Proof of design fire protection.
In addition, the following services will be awarded: Design, design and proof of heat protection in accordance with the Energy Savings Regulation and in accordance with the provisions of building regulations, including the production of the energy certificate in accordance with the EnEV.
The award takes place in stages without any legal entitlement to the award of all levels of performance.
