Description

Niuvanniemi Hospital is a state mental hospital that produces specialised medical care and mental examinations that require forensic psychiatry nationwide. The hospital is responsible for the on-the-job training and development of personnel in forensic psychiatry. The hospital operates as a forensic psychiatry clinic at the University of Eastern Finland, the purpose of which is to take care of basic, further and continuing education in forensic psychiatry as well as health science research. The hospital has 297 patient beds, of which 13 are in the care ward for minors. The hospital is located in Kuopio. Niuvanniemi Hospital organises rehabilitative training periods as a purchasing service for some of its patients (aged 18 or over) in long-term psychiatric care. The underlying disease of patients is schizophrenia or other psychotic disease, the symptoms of which have often been associated with significant violence in the past. A large proportion of patients suffer from addiction and/or personality disorder as an adjuvant disease. Internships are part of progressive rehabilitation. The patient is sent for an internship from Niuvanniemi Hospital's further rehabilitation department when the risk of violence related to the disease is assessed to have receded, he or she is committed to medical treatment, is motivated to start internships and has sufficient functional capacity. Starting internships is topical when the patient's freedom of movement in the hospital area is not restricted, the patient has acted independently outside the hospital area and when there is no indication that a possible substance abuse problem has been activated. The aim of the internships is to promote the rehabilitation of patients in accordance with the treatment and rehabilitation goals set in Niuvanniemi Hospital. Traineeships provide an opportunity to train the skills needed after hospitalisation. Internships broaden the patient's sphere of life, support the patient's functional capacity and improve social capacity and everyday life with the disease. Targets for each traineeship will be set individually. Traineeships will take place in periods of between 1 and 6 days (return from the period will take place no later than 6 days). The interval between traineeships is usually at least one month. As rehabilitation progresses, the training periods can be extended with a commitment from the patient's wellbeing services area. The permanent departure of a forensic psychiatric patient from the hospital takes place after a monitoring period prescribed by the Finnish Institute for Health and Welfare, during which the patient lives in a housing unit or apartment supported by support services. Internships are estimated to be purchased monthly for approximately 30 hospital patients, with a total of approximately 360 sessions per year. The hospital implements tendering and procurement through a framework contract, where the hospital can conclude a contract with several service providers. During the contract period, service orders are made from contract suppliers on a patient-by-patient basis on a therapeutic basis. An open procurement procedure is carried out. The procurement is social and health services in accordance with the Act on Public Contracts. The offer must be made in Finnish.
