Description

1. The subject of the contract is a fully mobile Real Driving Emissions Measurement System (PEMS), dedicated to the research, development and approval (Euro 7) of road vehicles (both light and heavy) with petrol, diesel, LPG, CNG, synthetic fuels and biofuels or any non-standard type of fuel (liquid or gaseous fuel, defined as CxHyOz), with manual, automatic or variable transmission and with or without start&stop systems, as well as to test all types of hybrid vehicles (including full hybrids and plug-in hybrids). Detailed information on the description of the subject of the contract can be found in Annex 1 to the Invitation to Negotiate. The organizational meeting will be organized in the form of an online meeting within two weeks of signing the contract. The purpose of this meeting will be to establish a schedule of activities and to inform the Ordering Party about the specific requirements of the system elements to be delivered (reference/zero/working gases, power supply, CPC working fluid, etc.) 2. 4 weeks before shipment, the Contractor is obliged to inform the Ordering Party about the readiness to carry out preliminary acceptance of the system, which will take place at the Contractor's premises together with representatives of the Ordering Party. At the end of the acceptance tests, a pre-acceptance protocol will be signed. Certificates of calibration of system components together with calibration gases and instruments used for acceptance tests will be provided, 3. A week before shipment, the Contractor is obliged to inform the Ordering Party about the Contractor's readiness to carry out the delivery covered by the contract, 4. The commissioning of the system will be carried out at the seat of the Ordering Party. In terms of acceptance, the following tests will be carried out: -linearity verification of the measured gaseous components (≥11 split points), -leakage check of all PN sampling lines, analysers and sampling system, -validation test carried out on the chassis dynamometer of a passenger vehicle in accordance with Regulation (EU) 2017/1151, Annex IIIA, as amended, including Regulation (EU) 2023/443. The validation results shall meet the requirements of Table A6/1 of Appendix 6 to the above-mentioned Regulation, -testing of on-road exhaust emissions of one passenger vehicle and one heavy-duty vehicle. 5. The scope of delivery of the system should include the system documentation, in English or Polish (at least 1 paper copy and electronic version), consisting of at least: -technical drawings of the system -instructions for operation, repair and maintenance containing a description of measurements and calibration procedures, in the part necessary from the point of view of Regulation (EU) 2023/1230 of the European Parliament and of the Council of 14 June 2023 on machinery, must be accompanied by a translation into Polish -instructions for operation of system components and software -list of consumables and spare parts -list of spare parts that the Ordering Party should have in stock to minimize downtime in the event of a system failure -protocols of equipment inspections after commissioning by the Contractor and calibration certificates in accordance with ISO 17025 made before delivery together with calibration certificates -Declaration of conformity with the requirements of emission regulations -Declarations of conformity in Polish according to at least the following safety standards: EMC Directive 2014/30/EC Low Voltage Directive 2014/35/EC CE conformity (i.e. Annex I to Directive 93/42/EEC and all other applicable legislation) 6. Training will be carried out both at the Contractor's premises (duration 3 days. Number of persons 4), as well as at the seat of the Ordering Party (duration 2 days, Number of persons 8). The training should address, among others, the following issues: legal and normative bases: emission standards (EURO 6, EURO 7), passenger vehicles, trucks. •Performance of PEMS: measurement under actual operating conditions, differences with laboratory measurements. •Building and types of PEMS: systems for passenger vehicles, trucks, powered by alternative fuels. •technical description of the device (measuring modules, auxiliary systems, power supply and energy requirements, installation rules). •preparation for measurements (installation procedures on the vehicle, initial procedures, verification of communication with the vehicle). •calibration and quality control (gas calibration methods, flow calibration, zero point and calibration point control, calibration documentation: protocols, compliance with regulatory requirements) •measurement procedures (start-up of the system, data collection while driving, data management, error handling). •data analysis and reporting (downloading and conversion of measurement data, basics of data processing: filters, time alignment, compensations, generation of reports in accordance with standards, identification and elimination of outliers) •maintenance and service (daily service: cleaning of filters, checking of pump systems, periodic inspections: replacement of consumable components, storage rules of the device: protection against moisture, temperature) •safety (health and safety rules when working with calibration gases, safe mounting on the vehicle, handling in the event of a breakdown while driving). •Practical exercises (installing PEMS on the vehicle, conducting a complete RDE test, analyzing the results obtained on a computer, solving the most common problems) After the training, the Contractor will issue certificates of completion of the training and provide training materials in paper and/or electronic form.
