Inera is a limited liability company with its registered office in Stockholm, which is owned by regions, municipalities and SKR Företag. The mission is to create the conditions for digitizing welfare, by offering the owners common digital infrastructure, architecture and services. Inera offers the Eira service on behalf of the regions for the provision of research results to healthcare professionals through a large number of e-journals and e-books through the negotiation of licensing agreements with international scientific publishers. Inera has applied the negotiated procedure without prior announcement with the publisher SpringerNature and we now announce our intention to enter into an agreement with this publisher. Inera has conducted a market analysis that shows that the market for scientific journals is driven by the publishers' exclusive rights to the published content. When researchers submit an article manuscript to a scientific journal, the copyright to the published article is transferred to the publisher that owns the exclusive rights to that journal. Therefore, material published in print and online in scientific journals is owned by the publisher.
