Description

The purpose of this public contract is to conclude a framework agreement for the transport of samples from the clinical biology laboratory of ZAS. The central laboratory of ZAS is located at ZAS Middelheim. The transport takes place between ZAS' own campuses and/or with a number of external locations with which the ZAS laboratory has an agreement for the analysis of these samples. Sustainable transport is preferred by ZAS. For more information about the different campuses of ZAS: https://www.zas.be/to-hospital/our-locations Transport includes collection and delivery of boxes/bags containing samples to be analysed by the laboratory. The pick-up point is inside the building, but always at a fixed location per campus/site. For each campus, the contractor must also provide for the return of empty boxes so that there is always a stock of boxes / bags at each location. The return of empty boxes varies from one to several times a day. The contract consists of 3 lots: Lot 1 ā€œTransport of samples according to a fixed scheduleā€ For each campus there is an SLA indicating: - how often and in what frequency transport needs to be provided. - within which time frame to collect (e.g. from 7 am to 7 pm) - which is the maximum duration between 2 consecutive collection moments - which is the maximum duration within which collected samples must be at which reception location. This overview will be provided to the selected candidates so that they can draw up a timetable for this. The schedule of journeys is dynamic and may change during the contract period from the point of view of both the contractor and the contracting authority. Adjustments at the request of the contracting authority will always have to be made within a reasonable period of time and with the necessary flexibility. Adjustments at the request of the contractor are only possible and adaptable in function of the revision of processes in the interest of laboratory operation. Lot 2 ā€œTransport of samples on demandā€ This includes ad hoc applications that cannot be processed in the fixed schedule. There are degrees of urgency for these transports, with a arrival time and priority (= length of time between the moment of application and arrival at the departure location of the steel) ranging from 15 minutes to 2 hours in which they must take place. Lot 3 ā€˜Sustainable Medical Transport via Bicycle Couriersā€™ This includes a limited number of trips via a fixed recurring schedule as an ad hoc applicant on call that must be carried out with a cargo bike, whether or not electrically powered.
