Description

This Framework Agreement covers: - preventive maintenance of the audiovisual devices of the Walloon Parliament; - corrective maintenance of the same devices, with limited deadlines; - the provision of a hotline for the same devices; - the provision of a web portal dedicated to maintenance management and communication with Parliament’s services in Wallonia; - on-line monitoring of technical installations; - managing and updating the stocks and inventory of ‘spare’ functional equipment on Parliament’s premises; - updating the ‘as built hardware’ and ‘software’ files; - on-site technical presence services; - a part on order allowing the purchase of supplies and equipment not included in the fixed price, necessary for maintenance work; - a part to be controlled for the technological upgrade of the installation.

Description: L’offre la plus intéressante et le classement des offres en matière de prix se feront en fonction du prix total estimé de l’inventaire, suivant une pondération entre les postes à prix global et les postes à bordereau de prix. En effet, s’agissant d’un accord-cadre dont il est plus que probable que les postes à bordereau de prix ne seront pas tous commandés, il convient de respecter le principe de proportionnalité et de ne pas fausser la concurrence en pondérant l’importance relative des deux parties de l’inventaire afin de s’assurer que l’offre obtenant le plus de points soit bien l’offre qui aurait été la moins chère à la fin de l’exécution de l’accord-cadre, et d’éviter toute spéculation sur les prix. L’attribution des points se fait comme suit : - prix total estimé pour l’attribution des points du présent critère = (prix total estimé de la partie A de l’inventaire – postes à prix global x 0,7) + (prix total estimé de la partie B de l’inventaire – postes à bordereau de prix x 0.3) ; - Score = (prix total estimé pour l’attribution des points du présent critère le plus bas / prix total estimé pour l’attribution des points du présent critère de l’offre considérée) x 85. Les prix mentionnés dans l’inventaire lient les parties pendant toute la durée de l’accord-cadre.
