Purchase of electricity for the needs of the City of Zielonka in the period from 01.01.2026 to 31.12.2027

1. The contracting authorities described in Chapter I of the FTZ jointly conduct a public procurement procedure (Article 38 of the Public Procurement Act), the authorised contracting authority is the City of Zielonka. 2. The subject of the contract is the supply of electricity in the period from 01.01.2026 to 31.12.2027. The contract will be awarded in three parts. The Contractor may submit an offer for any number of lots: 1) Part 1 of the contract – Supply of electricity to premises and facilities, 2) Part 2 of the contract – Supply of electricity for road lighting purposes, 3) Part 3 of the contract – Comprehensive supply of electricity together with the provision of a service for the reception and settlement of electricity fed into the network from micro-installations. A detailed description of the subject of the contract can be found in Chapter III of the FTZ. 3. The projected amount of electricity to be procured is indicative and may deviate from the actual electricity consumed during the term of the contract. The amount of electricity was estimated on the basis of planned consumption (including a possible change in use or consumption profile), historical data on electricity consumption. The contractor must take into account possible fluctuations in electricity consumption. Reducing or increasing the amount of electricity does not entail any consequences for the contracting authorities (consumers) other than the need to pay for the amount of energy actually consumed. 4. 1) The subject of the contract are the supply of electricity with specified, in accordance with applicable regulations, quality standards. 2) Quality standards for electricity are described in the Act Pe and in the Regulation of the Minister of Climate and the Environment of 13 October 2023 on detailed conditions for the operation of the electricity system. The rules for shaping and calculating tariffs and settlements in electricity trading are laid down in the Regulation of the Minister for Climate and the Environment of 29 November 2022. (with changes). Detailed description of the subject of the contract -Part 1 of the contract - Supply of electricity to premises and facilities 1. The subject of the contract is the supply of electricity with an estimated volume of 3 629.19 MWh. The data are indicative. 2. The contracting authority provided a detailed description of the collection points (PPE) in Annex 1a to the FTZ. 3. Deliveries will be made between 01.01.2026 and 31.12.2027; details of delivery dates for each collection point are described in Annex 1a to the FTZ, column ‘Supply period’. 6. Generation installations 1) Details of the installation of PV in the facilities concerned (including capacity, date of connection or planned date of connection, expected amount of energy delivered to the DSO network, status of the customer) can be found in Annex 1a to the SWZ – column ‘Manufacturing installation’. 2) In a situation where it is planned to transfer surplus energy to the DSO's network, the contracting authorities agree to conclude an agreement for the repurchase and balancing of energy on the model used by the contractor, 3) The contracting authorities allow 2 ways of accounting for energy produced in a micro-installation and introduced into the network (as surplus after self-consumption): repurchase with balancing or (in the case of micro-installations) net-billing. Contracts will be included in the template used by the contractor, but it is not allowed for contracting authorities (recipients) to incur additional costs in this respect (e.g. commercial / subscription fee). Contracts will be concluded for a definite period of time, i.e. until 31.12.2027. 4) If necessary, the Recipient with the micro-installation will individually conclude a distribution agreement with the DSO. 7. Existing electricity supply contracts will expire or be terminated with effect from the day before the planned start date of supply (column ‘Supply period’). The obligation to terminate contracts lies with the contracting authorities (recipients). Detailed description of the subject-matter of the contract - Part 2 of the contract - Supply of electricity for road lighting purposes 1. The subject of the contract is the supply of electricity with an estimated volume of – 1 573.15 MWh . The data are indicative. 2. The contracting authority provided a detailed description of the collection points (PPE) in Annex 1b to the FTZ. 3. Deliveries will be made between 01.01.2026 and 31.12.2027; details of delivery dates for each collection point are described in Annex 1b to the FTZ, column ‘Supply period’. 4. Existing electricity supply contracts will expire or be terminated with effect from the day before the planned start date of supply (column ‘Supply period’). The obligation to terminate contracts lies with the contracting authorities (recipients). Detailed description of the subject-matter of the contract - Part 3 of the contract - comprehensive supply of electricity together with the provision of services for the reception and settlement of electricity fed into the network from micro-installations. 1. The subject of the contract is the comprehensive supply of electricity together with the provision of a service for the distribution, reception and settlement of electricity fed into the network from micro-installations with an estimated volume of 88.78 MWh. The data are indicative. 2. The contracting authority provided a detailed description of the collection point (PPE) in Annex 1c to the FTZ. 3. Deliveries will be made from 01.02.2026 to 31.12.2027. 4. The current electricity supply contract will expire or be terminated with effect from the day before the planned start date of the supplies (column ‘Supply period’). The obligation to terminate contracts lies with the contracting authorities (recipients).
