Description

The Post Office has several measures of the quality of mail delivery and delivery. Carried out by external providers, they provide objective and enforceable performance indicators. This enables La Poste to fulfil its obligations vis-à-vis its supervisory authorities and to have internal means of evaluating its performance in terms of quality of service.
While these measures assess the quality of mail service, and given the confidential nature of the panel, they do not make it possible to identify malfunctions in the postal network with a view to correcting them.
Consequently, La Poste wishes to put in place an additional measure enabling it to steer the quality of service of the Priority Letter and the Verte Letter. This measure will allow operational entities to observe the flow of folds into the postal network, in specific areas, with a view to correcting any malfunctions.
All the tools put in place for this purpose will measure an end-to-end period (from the transmitter to the receiving panellist) and, when the information is available (for folders equipped with transponders), identify the link responsible for a delay.
The measure ‘Pilot tools for the priority letter and the Verte letter’ is not designed to measure the quality of service of mail under standard EN13850 and cannot give rise to any comparison with the results of the various measures of the quality of mail service.
The service is broken down as follows:
— management of the various activities linked to the panel (recruitment, relaunch, creation and management of packages, etc.),
— development of the programme to integrate all sources of information made available,
— development of the programme to identify the intermediate link responsible for a fault (data analysis),
— production of results of indicator measurements,
— management of developments in the related steering indicators.
The contract will be awarded for a period of 48 months, per fixed period or by extension.
