The subject of the contract is project services consisting of updating the design documentation necessary for the execution of construction works covered by Task 2 EC-1 West, under the project ‘Regeneration of EC – 1 and its adaptation to cultural artistic purposes’.
Scope of the contract:
Task 1.
Review the design documentation for Task 2 EC-1 West referred to in point. I.B. in order to have a thorough knowledge of existing documentation and changes and additions to the documentation.
Task 2.
Surveying services consisting of measuring existing facilities to the extent necessary to update structural designs. The contracting authority foresees up to 1000 measurements. Measurement is understood to mean the transmission of geodetic data from the single point indicated in the design documentation as characteristic for the purposes of the design work.
The Contractor must carry out Task No 2 on an ongoing basis, within the time limits allowing the project documentation to be completed in accordance with the submitted schedule for Task No 4 and Task No 5. The Contractor must agree with the Contracting Authority on the scope of the surveying services at least 3 days in advance.
Task No 3.
Geological services consisting of the carrying out of wells to verify the volume of native and bulk land in the places where buildings are planted, designated by the Designers, in the area covered by Task 2 EC-1 West. The contracting authority envisages carrying out up to 45 geological surveys. By means of a geological study, the Contracting Authority understands the performance of an assessment of the state of the load capacity of the land at the street construction site. A 1/3 fair in Łódź, for the purposes of determining the conditions for the installation of buildings carried out for the EC1-West site. The scope of the work shall include in particular:
(1) carrying out an assessment of the condition of native land on the basis of the designer’s guidelines in the locations of the design foundations of the buildings;
(2) carrying out checking wells in order to determine the incidence of the embankment land;
(3) carrying-out of concrete structures discovered during earthmovings up to 1 m thick.
The Contractor is required to carry out Task No 3 on an ongoing basis within the time limits allowing the project documentation to be completed in accordance with the submitted schedule for Task No 4 and Task No 5. The contractor must agree with the Contracting Authority on the scope of the geological surveys at least 3 days in advance.
Task 4.
Design services consisting of updating the design documentation for Task 2 EC-1 West.
In the context of this task, the Contractor shall in particular:
1. The development of a set of updated implementing documentation for the construction of buildings under Task 2 EC-1 West.
2. Conformity assessment of industry documentation in relation to building architecture
(basic and replacement projects).
3. Updating and coordinating structural designs with architecture and installation designs.
4. Possible adjustments to the installation’s routes in order to avoid collisions between industry projects.
5. Completion of the design documentation with the necessary details and technical solutions required to carry out the construction, notified by the Construction Manager for Task 2 EC-1 West.
6. Carrying out open-cast mines, assessments of technical condition necessary for the execution of construction projects.
7. Introduction of architectural changes resulting from industry coordination and retail studies on building elements not relevant for the purposes of building law
8. Correction of the internal power supply design. Design of internal power supply routes for fireworks, including switchgear.
9. Development of a scenario for fire protection events
10. Submission to the multi-industry documentation of the necessary changes resulting from a fire-fighting scenario based on the existing fire protection frame.
11. Sectoral coordination of all documentation;
12. Updating the installation’s designs based on the coordination carried out;
The contractor must update the project documentation submitted at the time of the conclusion of the contract, taking into account corrections, additions or changes to the documentation submitted in the nature of non-substantial changes which do not result in the need to obtain a replacement construction permit which the Contracting Authority is entitled to make at any time during the performance of the contract. The Contracting Authority shall notify the Contractor in writing of any such correction, addition or amendment, by forwarding corrected documentation on CDs. In this case, the Contractor must perform the contract on the basis of the documentation provided by the Contracting Authority in accordance with the procedure described above.
The contractor will prepare industry documentation taking into account the following requirements:
1. The documentation drawn up will be sent to the Contracting Authority within the deadlines set out in the Schedule, which is attached as Annex 2 to the contract, and will be received by the Contracting Authority in the manner specified in the contract. Notwithstanding the above, the Contracting Authority shall have the right to submit comments on the documentation received at any stage of the performance of the contract.
2. The scope of the inventory is determined by designs. For each documentation, the necessary measurements should be made to confirm the dimensions of the building. A summary of the measurements taken shall be attached to each drawing, together with a justification for the need to do them.
3. Coordination covers the entire construction of all buildings and construction works. The Contractor shall appoint a Coordinator responsible for inter-branch arrangements. The construction drawings provided by the Contractor must be accompanied by confirmation of coordination with other industries.
4. If it is necessary to make non-substantial changes to the sectoral documentation, the Contractor shall request the competent industry designer indicated in the building permit to agree on such changes.
5. The contractor will draw up a project for the power supply of the facilities, taking into account the need to provide back-up power for fire protection equipment.The project will be drawn up on the basis of the capacity balance provided by the Project Consortium and on the basis of the terms of the connection agreement signed by the City of Łódź with PGE Dystribucja S.A.
6. Before updating the implementing projects, the Contractor must update the fire protection scenario. A case-by-case scenario should be approved by the fire valuer.
Task 5.
Ensure the permanent operation of the team of designers in the construction site of Task 2 EC-1 West.
The task of the team is to resolve current problems, collisions and construction issues raised by the Construction Manager requiring design solutions to be developed or positioned by authorised designers.
The contractor must ensure that the composition of the project team is such that the designers have the appropriate authority and competence to deal with the problems raised.
In particular, it is the responsibility of the designers’ team;
1. Keeping documentation up-to-date on the basis of collisions discovered during the operation.
2. Carry out the necessary verification measurements in order to keep the design documentation up to date.
3. Provide clarifications to the Head of Construction on the design solutions put in place.
4. Verify and coordinate industry-specific design solutions proposed by the Construction Manager.
Task 6.
Carrying out copyright supervision during the period up to the final authorisation to use the works for Task 2 EC-1 West, the scope of which covers the performance of works for the above-mentioned task under this contract, in particular:
1. carrying out the activities provided for in the building regulations;
2. participation in committees and technical deliberations;
3. participation in the collection of construction works;
4. participation in installation and start-up tests,
5. updating the documentation for the purpose of continuing construction works,
6. making the necessary checking measurements to keep the design documentation up-to-date;
7. providing written explanations to the Head of Construction on the design solutions put in place;
8. Verifying and coordinating the design solutions proposed by the Head of Construction,
9. Permanent presence of a designated representative of the Contractor at the construction site.
