Description

The main construction project of the railway construction project is or was the basic two-track extension and electrification of the section Knappenrode – Horka – border D/PL of the line 6207 from km 13,424 to 66,900. The total mileage is 53.5 km. The implementation follows or was carried out in 6 planning approval sections (PFA), whereby for the current call for tenders only PFA 2a (Bf. Niesky (a) – Bf. Knappenrode (a)), 2b (Bf. Niesky (e) - Bf. Horka (a) and 3 (Bf. Horka - border D/Pl ) are relevant. The planning and approval phases are located in the state of Saxony in the districts of Görlitz and Bautzen. In particular, the municipalities of Neißenaue, Horka, Quitzdorf am See, Mücka, Kreba-Neudorf, Boxberg O.L., Malschwitz, Guttau, Hohendubrau, Lohsa as well as the cities of Niesky, Hoyerswerda, Rothenburg and Weißwasser are affected. The technical implementation of these main construction measures began at the end of 2010. Then, depending on the adoption of the respective planning approval decisions, the phased, multi-year implementation of the individual construction phases took place. The decisive final commissioning of the overall line expansion took place at the end of 2019. Subsequently, the line will be equipped with the European train protection system ETCS. With the main construction project, numerous temporary and permanent land claims (more than 2000 affected parcels) were or are required. These were supervised by the area management before and during the planning and construction phase and the corresponding contractual regulations (construction permit contracts, use contracts, partial approval contracts serviceability cutbacks, partial compensation contracts for tree fellings, etc.) were agreed with the owners and tenants. Downstream land acquisition transactions are open to DB but also to third parties (purchase contracts and licensing agreements for servitudes) in the course of the necessary evaluation of the final measurement after the end of construction. The property survey is partially completed. In some cases, land acquisition transactions from the main construction project overlap with the current changes in plans. This entails necessary changes or adjustments to the affected area sizes or the resulting compensation. Thus, a detailed case-by-case analysis of the negotiation and contract history or the planning stages and a combination with the current new land acquisition processes (BUK, etc.) is required. Current, downstream plan changes or construction measures In the course of the planning findings of the EBA in the main construction process, several different requirements were issued, which led to downstream plan changes. The most significant change concerns the fire and civil protection (BUK) measures and the associated rescue route construction from Lohsa to the D/pl border in PFA 2a, 2b and 3, including the new concerns of environmental and natural debris. Along the railway line on existing forest paths, accesses to the ret-tungsweg (approx. at a distance of 1000m) as well as alternate points and turning areas are created, which are connected to the public road and path network by access roads. The implementation of the planning and processing statuses for the plan changes varies. The PF decision for PFA 3 is in the form of the 5. Plan change. The construction of the rescue routes in PFA 3 was completed at the end of 2022. The corresponding applications for the plan amendments to PFA 2a and PFA 2b have been submitted to the EBA by the project promoter since 2021 and 2020, respectively. The processing, including the participation process of public bodies as well as private third parties and the consequent changes or updates, is still ongoing. According to current knowledge, the EBA Dresden is expected to adopt the amending decisions in the 4th quarter of 2025.
