Poland-Zamość: Waste-treatment plant construction work
The subject of the contract is the construction on the basis of the attached project documentation and the contracting authority’s building permits for the waste separation halls with the administrative and internal part of the plant, including the execution of:
(a) earth embankments and their stabilisation within the relevant range,
(b) a complete mixed municipal waste separation hall, ZSEiE, a repair workshop and a social building with technology lines, installations and equipment,
(C) a complete hall with a cleaning line for packaging waste, including technology lines, installations and equipment,
(D) ridges for the collection and dismantling of bulky waste with compressor station,
(e) entrance gates with weight, standby, necessary transport lines (disinfectators) and associated infrastructure (necessary networks). The required time limit for the completion of these elements up to 87 days after the Start Day. This deadline is linked to the availability of access to the composting plant, which is being built at the same time, and the need to transport waste to the old landfill, partly on the way to the composting plant, at a time when the development of a new landfill site will make it necessary to do so. Deadline for depositing waste elsewhere in the current accommodation no later than 18.11.2013;
(F) ensuring social conditions for the operation of the landfill (7 persons) for the period from the start of the construction of the accommodation until the start of the plant’s operation, including the provision of media to the site in question and the costs of using these media,
(g) roads, car parks, squares, lighting, green and land use,
(H) service station and plate washing plant,
(I) rainwater reservoir and infrastructure,
(J) sanitary and technological waste water (Sambom) reservoir and infrastructure,
(K) boxes for the storage of secondary materials and raw materials,
(L) carrying out the required installations throughout the plant (RZZO): electrical (included to the switch), water supply (with connection to the main building valve), water-supply fires, (with connection to the main fire valve), sanitary sewer (to the pool well), rainwater drainage (to the bulkhead well), telecommunications connection,
construction on the basis of the PFUPD of the installation:
(m) ICT (convergence) together with equipment (on the site of the plant as a whole, including buildings and facilities implemented under other contracts).
(N) sorting line automation,
(o) fire alarm signal.
The subject matter of the construction contract shall also include:
(a) logistical coordination and management in consultation with the Contractors of other tasks and the Contracting Authority relating to the need to ensure continuity of communication (communication routes) at the construction site, both for the Contracting Authority and for other Contractors;
(b) equipping all facilities built on site (including those carried out under other contracts) with equipment (including IT) and furniture,
(C) surveying (definition of objects and as-built inventory) to the extent required,
(D) marking of the facilities with safety marks and fire markers in accordance with the applicable legislation,
(e) drawing up a BIOZ plan and a plan for the organisation of works,
(F) the protection of the construction site against unauthorised access,
(g) drawing up instructions and other documents necessary for the operation of the RZZO,
(H) training staff in the operation of technology lines and installed machinery and equipment within the Contractor’s material scope,
(I) carrying out operational, final and start-up tests and participating in the recruitment of future RZZO staff in accordance with the PFUZ,
(J) coordinating, in consultation with the Contracting Authority, the work related to the start-up of RZZO,
(K) the compilation of documents from other facilities carried out under other contracts necessary for the grant of the integrated permit,
(L) obtaining an operating authorisation on behalf of the Contracting Authority.
Within the scope of this task, the Contractor will also be responsible for:
(a) drawing up the documentation necessary to obtain an integrated permit for the entire project ‘Regional Waste Management Plant in Dębowc’.
(b) act on behalf of the Contracting Authority (if necessary) with any body administering, supervising and authorising the equipment installed on the site of the works to be carried out, with a view to their legalisation and entry into service.
