Il s'agit d'un accord-cadre à bons de commande mixte de prestations intellectuelles — à prix forfaitaires et à prix unitaires — relatif à:
— mission 1:
—— l'assistance à la poursuite de l'élaboration d'un PCAET (stratégie, plan d'actions et dispositif de suivi et d'évaluation);
—— la réalisation de l'Évaluation environnementale stratégique (EES);
— mission 2:
—— l'accompagnement à la labellisation Cit'Ergie®.
Les démarches PCAET et Cit'Ergie® sont mutualisées, et les instances de gouvernance sont en commun afin de permettre une organisation fluide et efficace. La démarche Cit'Ergie® doit être un outil de management au service de la démarche PCAET.
