Preparation of a guideline for the implementation of planning-relevant detailed analyses for the treatment of flooding events at the federal highway infrastructure Text automatically translated in your browsing language Automatically translated
The events surrounding the heavy rains in summer 2021, as well as last year in various parts of Germany, have highlighted the need to study the effects on transport infrastructure in general and to a particular extent, based on flash floods induced by heavy rains (BMDV 2023; DWD 2024a; DWD 2024b). The Federal Office of Cartography and Geodesy (BKG) will draw up and publish information maps on heavy rain between 2023 and the end of 2025. However, the overview character of the maps is not sufficient for a detailed analysis of possible flash flood hazards on the transport infrastructure and requires other methodological approaches and input parameters for these requirements. As part of the research work carried out in recent years, analyses have been carried out on heavy rain exposure and risk, in some cases already with a focus on road and rail infrastructure (Rauthe et al. 2020; My et al. 2021; Szymczak et al. 2022). The results so far should contribute to a nationwide and systematic identification of potentially affected components of the transport infrastructure due to heavy rain and flash floods. For assessment, a method for the analysis of potential flooding areas as a result of heavy rain events on the federal highway network was developed. A standardized classification of the possible effects of flooding events for the federal highway infrastructure, a preparation of the method for small-scale, detailed analyses and a subsequent validation are still pending. The aim of this research project is to create a guide with a methodology for planning-relevant detailed analyses to avoid possible effects of damage and disturbances caused by heavy rain events on the road. The planners are enabled to take into account relevant local specifics according to a uniform approach in order to carry out a risk assessment independently for their planning phase.
