AFD will start in September 2016 a project to overhaul the Back-Banking Office, called GEOFI (Management of Financial Operations), for its lending, syndication, grant and guarantee operations. This project aims to replace the current software with a market software package, set up by an integrator.
The call for search offers from a consortium involving a publisher and an integrator is ongoing, with a choice of grouping in April 2016.
AFD is looking for the Director of the GEOFI programme, who will steer all topics related to the implementation of the solution. It will be attached to the Directorate for Finance and Accounting (CFD) for the duration of the project.
Its main tasks will include:
— It organises and coordinates the professional and IT managers who are involved in the programme and who report to it.
— It defines the communication strategy and is responsible for the communication work driven by the conduct of change.
— It sets out the strategy for conducting change and is the guarantor of actions to drive change.
— Ensure the compliance of the organisation, processes and operating procedures with the requirements of the internal audit
— It defines the training strategy and ensures its implementation
— it shall monitor the progress of the work, in particular the jobs, evaluate and implement the resources and resources needed to comply with the implementation conditions validated by the Steering Committee (budget, planning, charges, perimeter, quality).
— it analyses the risks and, if necessary, reports alerts and proposals for action plans to the steering bodies,
— reporting and proposing arbitration to the management bodies on strategic decisions relating to the programme (with the support of the Amoa project manager).
— it ensures the balance and distribution of actors and responsibilities over the programme (drawing on the Amoa project manager)
— he is actively involved in the decision-making of the project bodies and the overall programme bodies (Project Committee, Steering Committee)
— he is the main contact point for the various AFD structures, in particular the professions, concerned by the Programme.
— It is responsible for the correct application of the quality methods and validates the main deliverables of the project.
— It participates in the preparatory phase in the definition of:
o the governance of the Programme and engages stakeholders, in particular the professions
o the programme’s governance, steering and monitoring tools
— it contributes, depending on their nature, to the choice of external service providers.
The mission will start around 15.5.2016 with an understanding of the AFD context and putting in place all the resources needed to start the project, and will end at the end of the VSR.
