Description

The provincial capital of Munich (‘Munich’): As part of its shared mobility sub-strategy, the concession provider pursues the goal of establishing a comprehensive shared mobility offer in the entire urban area (https://risi.muenchen.de/risi/dokument/v/6979662). A step in this direction is the allocation of 600 station-based car-sharing parking spaces to one or more concessionaires. The station-based car sharing model is based on pre-bookable vehicles and defined pick-up or return points (cf. § 2 No. 4 CsgG). In the present procurement procedure, 250 parking spaces will initially be allocated, divided into ten lots. The parking spaces are spread over three different zones in the urban area. The exact number of spaces per lot and their allocation to the lots is determined in a draw procedure. The commissioning of the parking spaces is planned successively in 2025. In order to ensure reliable operation of the parking spaces and thus a high degree of offer reliability for the users, the parking spaces and the car-sharing vehicles are subject to an operating obligation. However, it is possible to receive a pro rata operating deficit compensation per vehicle per month or a public service compensation from the Mobility Unit, provided that certain criteria are met. In addition, concessionaires can receive start-up financing and compensation for the implementation of integration measures in MaaS apps. The concessionaire operates the carsharing service in his own name, on his own account and under his own responsibility. No white label solution is desired by the grantor. The concessionaire becomes the sole contractual partner of the users of the carsharing offer. He collects the proceeds from the carsharing offer in his own name and for his own account. He is solely responsible for fulfilling all obligations towards the users of the carsharing offer. The grantor has no contractual relationship with the users of the carsharing offer. More detailed rules are laid down in the procurement documents. Text automatically translated in your browsing language Automatically translated
